Banyak tugu dan monumen yang bersejarah di indonesia seperti, monumen pancasila sakti, monumen nasional, monumen jogja kembali, monumen bandung lautan api, monumen, tugu pahlawan dan banyak lainnya lagi. disini ane mencoba posting tugu kilometer nol (0).

Tugu Kilometer Nol (0) di Kota Sabang, Provinsi Aceh (NAD), di ujung paling barat Negara Republik Indonesia menarik dikunjungi dan bisa menjadi objek wisata sejarah nusantara jika dikembangkan sesuai potensinya, kata seorang tokoh masyarakat setempat.

"Lokasi ini (kilometer Nol) banyak dikunjungi wisatawan domestik dan mancanegara, apalagi setelah jalan menuju tempat bersejarah tersebut kini sudah mulus. Kini yang diperlukan kiat untuk mempromosikannya," kata tokoh masyarakat setempat, Adnan Hasyim, di Sabang, tadi pagi.

Sarana transportasi menuju tugu kilometer nol yang diresmikan mantan Menteri Riset dan Teknologi (Menristek)/Kepala BPPT BJ Habibie sekitar tahun 1997 itu sudah selesai dibangun Badan Rehabilitasi dan Rekonstruksi (BRR) Aceh-Nias sepanjang 29 Km dari pusat kota Sabang.

Tugu kilometer nol, tempat dimulainya penghitungan kilometer pertama di Indonesia, Sabang (Pulau Weh) yang memiliki potensi di sektor pariwisata itu akan menarik dikunjungi wisatawan nusantara dan mancanegara bila pengelolaannya dilakukan secara maksimal.

Pemandangannya indah. Sore hari bisa kita saksikan matahari terbenam karena berada ujung paling barat di pulau tersebut. Sepanjang jalan menuju lokasi tugu kilometer nol dikelilingi hutan dan pantai, sehingga keindahannya dapat dinikmati pengunjung, apalagi puluhan monyet/kera bisa ditemui di pinggir jalan, yang bisa jadi menambah dayak tarik bagi pencinta wisata flora dan fauna.

Wakil Walikota Sabang, Islamuddin mengatakan, Pemerintah sedang berupaya menata kembali lokasi tugu kilometer nol tersebut sejalan dengan selesainya pembangunan jalan yang dilakukan Pemerintah melalui BRR Aceh-Nias beberapa bulan lalu.

"Kami berupaya mengembangkan berbagai potensi wisata yang terdapat di Sabang, termasuk objek dan daya tarik wisata bawah laut di Gapang-Iboih. Pengembangan potensi wisata diprioritaskan untuk mendongkrak penerimaan Pendapatan Asli Daerah (PAD)," katanya.

Pemuda putus sekolah ini saban hari bekerja sebagai pemandu wisata di Iboih. Kejujuran Zulhairi terdengar ketika ia mengembalikan sebuah tas berisi barang-barang berharga termasuk uang tunai puluhan dolar Amerika kepada pemiliknya, nahkoda Kapal Imajica, Arnold Duckworth yang merupakan warga negara Selandia Baru. Arnold adalah salah seorang peserta lomba kapal layar di Sabang International Regatta 2011. "Itu nyawa saya, terima kasih banyak," ujar Zuhairi mengutip Arnold saat ia mengembalikan tas bule tersebut. SABANG - Di tengah kerasnya kehiduan ekonomi saat ini, ternyata masih ada seorang pemuda menjunjung sifat kejujuran. Namanya Zulhairi. Ia pemuda asal Teupin Layeu, Gampong Iboih, Sabang. Saat berbincang-bincang sembari makan siang di sebuah warung di Simpang Gapang Resort, Zulhairi menceritakan kisahnya itu kepada The Atjeh Post. Pertama kali ia menemukan tas berisi uang tunai 20.000 US Dolar itu di bebatuan Pantai Teupin Layeu, Gampong Iboih. "Pertama kapal itu (Imajica) melepas jangkar di Pulau Rubiah. Saat (Arnold) kembali ke kapal dengan motor amfibi tasnya jatuh dan saya temukan," cerita Zulhairi. Saat menemukan tas itu, Zulhairi langsung mengejar Arnold. Tapi, usahanya sia-sia karena sang pemilik tas tak mendengar dan bergegas menjauh dari lokasi tersebut. "Saya kejar-kejar terus, sambil lari di atas batu. Dan akhirnya dia pun mendengar teriakan saya," kata Zuhairi yang juga bertugas Satuan Tugas Perlindungan Laut Iboih. Begitu gembiranya si bule itu saat Zulhari menemukan tas itu. "Kamu ada kerja?" tanya Arnold, Zulhairi langsung menjawab belum ada. "Lalu bule itu menawarkan kerja di kapal saya," kata Zulhari yang selama ini tinggal di salah satu kamar milik Keuchik Iboih Iskandar. "Ya udah, kamu mulai besok kerja sebagai cleaning service sehari saya bayar Rp50 ribu," kata si bule lagi. Kontan saja Zulhairi mengiyakan. Di balik sifat jujurnya, ternyata Zulhairi sudah lama hidup mandiri, terpisah dari orang tuanya sejak kecil. Tapi ia berhasil menyelesaikan sekolah dasarnya. "Saya kerja dulu," pamitnya sembari menenggak sisa kopi. Ia kembali ke kapal Arnold, bekerja sesuai tawaran bule itu.

DPRK Acut Panggil Zaratex NV

LHOKSEUMAWE-DPRK Aceh Utara melalui Komisi B DPRK, memanggil manajemen Zaratex NV, Senin (21/3). Bahkan dalam pertemuan itu poihak dewan memperingatkan manajemen perusahaan minyak milik asing tersebut. Hal ini agar jangan sampai menimbulkan permasalahan yang merugikan masyarakat terkait kegiatan survei sumber minyak dan gas bumi yang sedang dilakukan di kabupaten ini.

Hal ini merngemuka dalam pertemuan yang berlangsung antara Komisi B DPRK Aceh Utara dengan pihak Zaratex NV di gedung dewan setempat. Dari Komisi B dihadiri Usman Abidin (ketua), Tgk Fauzi (wakil ketua), Anwar Sanusi (sekretaris), Munawir (anggota), dan Irwansyah Yahya (staf ahli Komisi B). Sementara dari pihak manajemen Zaratex diwakili representatif perusahaan itu untuk Aceh, Ery Wahab dan Konsultan Seismik Survei, Karman Simanjuntak.

Selain itu, dari pihak pemerintah juga hadir Kabid ESDM Dinas Pengairan dan ESDM Aceh Utara, Fadli, Kepala Dinas Perkebunan dan Kehutanan Aceh Utara Edy Sofyan serta Camat Sawang Saifuddin. Dalam pertemuan itu, kalangan dewan juga meminta pihak perusahaan itu memperbaiki surat pernyataan dan pendataan kepemilikan lahan yang dinilai merugikan warga.

Dalam pertemuan itu, Ery Wahab menjelaskan, saat ini pihaknya tengah melakukan kegiatan survei seismik (metodologi pemetaan bawah tanah untuk mengetahui kandungan hidrokarbon dalam bentuk gas dan minyak bumi) di Blok Sawang. Adapun area kerja yang sedang dilakukan mulai dari Kecamatan Sawang sampai Kecamatan Syamtalira Bayu Aceh Utara.

“Dari lintasan itu, line test parameter dilakukan di Nisam. Tahapan lain pembentangan kabel untuk merekam hasil seismik dan pengisian alat getar. Dalam melakukan kegiatan, kami selalu mensosialisasikan kepada masyarakat. Yakni yang lahannya terkena seismik supaya tidak terjadi miskomunikasi,”ujar Ery.

Sejauh ini, sambungnya, sudah dilakukan enam kali sosialisasi kepada masyarakat. Survei ini akan berlanjut sampai Juli atau Agustus 2011 dan akan ditambah satu-dua bulan kalau tidak selesai.

Karman Simanjuntak menambahkan, pihaknya telah melakukan Upaya Kelola Lingkungan (UKL) dan Upaya Pemantauan Lingkungan (UPL) jauh hari sebelum dilakukan pekerjaan seismik itu.

Bahkan kegiatan itu sudah dipresentasikan di Badan Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (BP Migas). Serta telah mendapat persetujuan dari BP Migas. Menyangkut kompensasi bagi masyarakat yang lahannya terkena survei seismik. Menurut Ery Wahab, hal itu dijalankan sesuai Peraturan Gubernur Aceh tentang tarif kompensasi terkait kegiatan seismik itu.

Ini juga dibenarkan oleh Kabid ESDM pada Dinas Pengairan dan ESDM Aceh Utara, Fadli, sekaligus anggota tim yang di-SK-kan oleh gubernur Aceh terkait program survei migas itu. Menanggapi penjelasan dari pihak Zaratex, Sekretaris Komisi B Anwar Sanusi, tidak bosan mengingatkan agar perusahaan tersebut jangan sampai menimbulkan permasalahan yang merugikan masyarakat.

Hal ini tentulah berkaca pada pengalaman hari lalu pada saat Zaratex melakukan survei di perairan Aceh Utara. Anwar Sanusi juga mengkritik poin terakhir dari isi surat pernyataan dan pendataan kepemilikan lahan yang dinilai merugikan masyarakat. Isi poin itu,

“Dengan akan diterimanya kompensasi ini maka saya (pemilik lahan-red) tidak akan menuntut atas segala macam bentuk atau untuk setiap jumlah kepada Zaratex NV/PT Saipari Geosains dikemudian hari sehubungan dengan atau yang disebabkan oleh pekerjaan seismik ini”.

“Kita minta dan mendesak agar Zaratex memperbaiki redaksi tulisan dari poin tersebut. Agar nantinya perusahaan tidak lari dari tanggung jawabnya jika terjadi suatu persoalan pasca kegiatan berkaitan dengan survey migas itu,”ucap Anwar. Harapan itu juga disanggupi oleh Ery Wahab dan berjanji akan segera menindak lanjutinya. (agt)

Kalangan dewan juga meminta pihak perusahaan minyak milik asing itu memperbaiki surat pernyataan dan pendataan kepemilikan lahan yang dinilai merugikan warga.

Hal itu mengemuka dalam pertemuan kalangan Komisi B DPRK Aceh Utara dengan pihak Zaratex NV di gedung dewan setempat, Senin (21/3). Dari Komisi B dihadiri Usman Abidin (ketua), Tgk Fauzi (wakil ketua), Anwar Sanusi (sekretaris), Munawir (anggota), dan Irwansyah Yahya (staf ahli Komisi B). Sedangkan menyangkut kompensasi bagi masyarakat yang lahannya terkena survei seismik, lanjut Ery Wahab, hal itu dijalankan sesuai Peraturan Gubernur Aceh tentang tarif kompensasi terkait kegiatan seismik itu. Ini juga dibenarkan oleh Kabid ESDM pada Dinas Pengairan dan ESDM Aceh Utara, Fadli, sekaligus anggota tim yang di-SK-kan oleh gubernur Aceh terkait program survei migas itu.

Menanggapi penjelasan dari pihak Zaratex, Sekretaris Komisi B DPRK Anwar Sanusi berulang kali memperingatkan perusahaan tersebut jangan sampai menimbulkan permasalahan yang merugikan masyarakat. Pasalnya pengalaman yang telah lalu saat Zaratex melakukan survei di perairan Aceh Utara, kata dia, terjadi pemotongan rumpon yang membuat masyarakat kawasan pesisir beberapa kali mendatangi DPRK untuk mengadukan masalah itu.

“Saat pertama kami panggil, pak Ery Wahab mengatakan tidak ada pemotongan rumpon. Belakangan masyarakat datang ke dewan dan melaporkan telah terjadi pemotongan rumpon milik nelayan oleh pihak yang melakukan survei migas. Setelah itu baru pihak Zaratex mengakui hal ini. Jadi dalam survei seismik jangan lagi terulang masalah yang sama, karena setelah pekerjaan ini selesai, nantinya pihak Zaratex tidak ada lagi di Aceh Utara, sehingga kami di DPRK yang menjadi sasaran masyarakat untuk menuntaskan masalah yang ada,” kata Anwar Sanusi.

Pada kesempatan itu, Anwar Sanusi juga mengkritik poin terakhir dari isi surat pernyataan dan pendataan kepemilikan lahan yang dinilai merugikan masyarakat. Isi poin itu yakni, “Dengan akan diterimanya kompensasi ini maka saya (pemilik lahan-red) tidak akan menuntut atas segala macam bentuk atau untuk setiap jumlah kepada Zaratex NV/PT Saipari Geosains di kemudian hari sehubungan dengan atau yang disebabkan oleh pekerjaan seismik ini”.

Anwar Sanusi mendesak pihak Zaratex memperbaiki redaksi tulisan dari poin tersebut agar nantinya perusahaan tidak lari dari tanggung jawabnya jika terjadi suatu persoalan pascakegiatan berkaitan dengan migas itu. Hal ini disanggupi oleh Ery Wahab yang berjanji akan segera menindaklanjuti perbaikan isi surat dimaksud.(nsy)

Islamisasi di Nusantara bukan hanya pada aspek ajaran keagamaan, sosial dan budaya, tetapi juga terjadi pada tulisan dan bahasa. Perihal tersebut berkaitan dengan bukti-bukti material sejarah yang ditemukan baik di batu-batu nisan, mata uang, prasasti dan naskah kuno (manuskrip) yang bertuliskan bahasa Aceh dan bahasa Melayu beraksara Jawi, yaitu tulisan Arab berbahasa Melayu, dalam bahasa Aceh disebut Harah Jawoe.

Meresapnya tulisan Jawi kedalam tradisi penulisan masyarakat Melayu (Aceh) telah terintergrasi tulisan asing (Arab) ke dalam tulisan Melayu menjadi tradisi dan pemahaman masyarakat sehari-hari. Dengan perkembangan tersebut telah menjadikan Islam sendirinya lebih kuat, kokoh dan menyatu di Aceh, sebab dalam perkembangannya bahasa Aceh dan Melayu khususnya di Asia Tenggara berfungsi menjadi bahasa persatuan (unitary language) dan bahasa penghubung (lingua franca) antar satu wilayah dengan wilayah yang lain, satu bangsa dengan bangsa lainnya.

Selama proses Islamisasi yang terjadi di Nusantara, pengaruh skrip Arab dalam masyarakat dan kebudayaan Aceh telah dimulai sejak terjadinya hubungan antara penutur bahasa sumber (bahasa Arab) dengan penutur bahasa lokal, atau bersamaan dengan masuk dan berkembangnya Islam di kepulauan Aceh dan Melayu melalui proses dan sosialisasi secara periodik. Menurut Ali Hasjmy bahwa Islam masuk ke Nusantara pada abad ke-7 Masehi, pada saat tersebut sudah ada kehidupan dan traksaksi antara pendatang (saudagar) dari negeri Arab yang juga sekaligus sebagai pensyiar dan pengembang agama Islam kepada masyarakat lokal (setempat).

Pada abad ke-7 hubungan diplomasi dan perniagaan antara kerajaan Umayyah (661 – 750 M) dan kerajaan Than China (618 – 907 M) terus berkembang. Di Guangzhou (atas Kanton, Cina Selatan) sudah ada kampung-kampung Muslim yang pertama sejak abad 618-628. Di Sarendip (sekarang wilayah Sri Lanka) menurut Thomas Arnold, saudagar-saudagar Muslim Arab menjadikannya sebagai pangkalan perekonomian dan perdagangan sejak abad ke-8. Seorang ilmuwan dan pengembara yang terkenal Abu al-Hasan ibn al-Husein al-Mas‘udi (abad ke-X) dalam karyanya Muruẓ al-Ẓahab menyatakan bahwa saat beliau mengunjungi Malabar (India) pada abad 916 M sudah terdapat sekitar 10 ribu orang Arab asli, tulen, berbahasa Arab yang mendiami daerah tersebut.

Pernyataan Islam hadir pada abad tersebut di Aceh dan merambah ke dunia Melayu juga dikuatkan oleh I Tsing (I Ching) seorang pengembara bahwa pada abad awal-awal Hĳriah orang-orang Muslim sudah pernah mengunjungi Negri Melayu. Dalam tulisan perjalanannya pada tahun 671 M mengunjungi Sriwĳaya (San’fotsi) melaporkan bahwa ia pernah bertemu saudagar-saudagar Muslim di Barus berasal dari negara Arab dan Farsi. H.M. Zainuddin dalam bukunya mengungkapkan tentang seorang Muslim bernama Zāhid yang bersama-sama dengan sekumpulan orang-orang Parsi berlayar menuju China Selatan dan singgah di Aceh, Kedah, Jawa, Brunai dan lainnya.

Ibnu Batutah merekam sejarah perjalanan lawatannya ke Cina dan menyempatkan dirinya singgah di Pasai pada tahun 1316 M atau pada masa pimpinan Sultan Malik al-Zahir. Dalam bukunya ‘Rihlah’ ia mencatat Sultan di kerajaan yang disinggahi itu alim dan bijaksana, ia pun menulis bahwa pendidikan Islam sangat maju dan banyak sekali ulama dari negeri Arab serta cendekiawan Persia berdatangan dan tinggal lama untuk mengajar di negeri tersebut

Pada abad ke-14 bangsa Aceh dan Melayu mengambil alih cara menulis bangsa Arab bersama dengan proses Islamisasi terjadi, pada masa tersebut bangsa ini menggunakan abjad yang sama seperti yang dipakai oleh bangsa Arab dan para muslimin dibeberapa tempat lainnya seperti tulisan Parsi di Iran dan Iraq (Semenanjung Arab) dan Urdu di India. Dapat dimaklumi bahwa aksara Arab Jawi memainkan peranan penting dalam perjalanan tradisi tulis-menulis di Nusantara selama berabad-abad, hal tersebut dapat dilihat bahwa aksara Arab Jawi sudah ada di bumi Nusantara pada abad ke-16.

Sebagaimana diketahui dalam banyak catatan sejarah bahwa sebelum hadirnya tulisan Jawi, sebenarnya Aceh sudah ada tradisi menulis dan tulisan yang digunakan oleh orang-orang Melayu terdahulu melalui artefak di Semenanjung tanah Melayu di Sumatera, Jawa, Malaysia atau beberapa wilayah lainnya dimana skrip ‘Rencong’ (runcing) dan Batak di Sumatera, tulisan ‘Kawi’ di tanah Jawa, tulisan Bugis di Sulawesi dan tulisan-tulisan lain yang digunakan di Filipina, Thailand Selatan dan beberapa tempat lain di Asia Tenggara yang banyak dipengaruhi oleh sistem tulisan dari India.

Proses Islamisasi terhadap tulisan dan bahasa terjadi pada bahasa lokal (Melayu) dan telah mendorong peminjaman tulisan (skrip) dan kosa kata (vocabulary) bahasa Arab ke dalam tulisan lokal atau teks Melayu-Aceh yang beraksara Jawi. Sebagaimana dipahami bahwa bahasa Arab merupakan bahasa agama (al-Qur’an dan Hadist), maka bahasa dan budaya Arab ikut mempengaruhi pola pikir dan aspek kehidupan masyarakat, hal ini terintegrasi ke dalam karya-karya para ulama dalam mengarang dan menulis kitab. Walau demikian para penduduk asli (pribumi) tidak meninggalkan tradisi tulisan sebelumnya yang sudah ada setelah hadirnya tulisan Jawi dan banyak digunakan antara sesama, hal tersebut masih banyak dijumpai pada manuskrip-manuskrip yang tersimpan di Perpustakaan Museum Negara dan di berbagai perpustakaan dunia.

Bagi Aceh sendiri, selain memiliki bahasa Melayu sebagai bahasa resmi digunakan didalam kerajaan Aceh, surat menyurat, diplomasi, perdagangan dan lingua franca, juga memiliki bahasa Aceh sebagai bahasa resmi dalam kerajaan dan bahasa antar masyarakat Aceh yang mayoritas digunakan sebagai warisan bahasa indatu. Disamping itu juga memiliki bahasa-bahasa suku (sekarang menjadi daerah/kabupaten) seperti penduduk pedalaman Aceh Besar menggunakan bahasa Mante, Aceh Tengah dan Gayo bahasa Gayo, Aceh Tenggara bahasa Alas, Aceh Selatan bahasa Kluet, pedalaman Singkel bahasa Fakfak, Seumelu bahasa Seumelu dan lain sebagainya yang mencerminkan kekayaan bahasa dan tulisan sejak dahulu kala.

Serapan bahasa Arab ke dalam bahasa Melayu beraksara Jawi terjadi pada semua bidang ilmu, baik bahasa, sastra, agama, nazam, pengetahuan dan sebagainya yang dikarang dan ditulis oleh para ulama-ulama kader dari Jazirah Arab, baik ulama pribumi yang menuntut ilmu ke negeri Arab ataupun sebaliknya para ulama-ulama Arab yang mengabdikan dirinya di tanah semenanjung Melayu dan Aceh, melalui naskah-naskah karya ulama inilah seiring dengan proses Islamisasi, dan transkripsi (alih aksara) dari Arab ke Jawi dengan secara perlahan menumbuhkan kreatifitas bentuk tulisan baru di Nusantara, karya-karya utama para ulama dalam naskah klasik (manuskrips) baik yang ada di Aceh, dalam negeri atau di luar negeri.

Dalam konteks tulisan dan bahasa, naskah-naskah Melayu sangat erat dipengaruhi dan berkaitan dengan bahasa Arab baik dam bentuk kata, ungkapan, istilah, ayat-ayat dan hadist Nabi. Dengan perkataan lain bahwa naskah Melayu mempunyai karakteristik dan isi alur cerita tersendiri sebelum hadirnya Islam di Nusantara, yang berakhir pada pengaruhnya terhadap naskah, sehingga bahasa Arab merupakan bagian luar (exterior) yang secara perlahan-lahan masuk dan membaur menjadi bagian bahasa intern masyarakat setempat.

Melekatnya tulisan Jawi yang memiliki persamaan dengan tulisan Arab disebabkan pengaruh kuat oleh pemerintahan atau kerajaan yang berkuasa menjadikannya sebagai bahasa resmi baik birokrasi dan diplomasi di dalam maupun di luar istana, baik dalam segi penulisan surat-menyurat, mengarang kitab, mata uang, stempel, sampai kepada selebaran perintah Raja (Sarakata) menggunakan aksara Arab Jawi, sehingga menjadikan struktural pemerintahan dari level tinggi sampai kepada jajaran paling rendah untuk mampu menggunakan, menyesuaikan dan menyebarkan tulisan Arab Jawi. Selain itu sumber-sumber kitab yang digunakan oleh para alim ulama dalam mengajar bersumber pada kitab-kitab Haramain, guna memudahkan dalam pengajaran dan pemahaman masyarakat, para ulama-ulama tersebut menterjemahkan ke dalam bahasa Melayu.

Peranan ulama-ulama Aceh dahulu yang mengarang dan menulis kitab sangat memberi arti penting, bukan hanya pada bidang tata bahasa dan kesusteraan saja, namun lebih dari itu mencerminkan gambaran tamadun suatu bangsa. Syekh Hamzah Fansuri, Syamsuddin as-Sumatra’i, Nuruddin ar-Raniry, Abdurrauf as-Singkili, Fakih Jalaludin, Teungku Khatib Langgien, Jalaluddin Tursany, Tgk. Chik di Leupe (Daud Rumi), Tgk. Chik Pantee Geulima, Tgk. Chik Pante Kulu, Tgk. Nyak Ahmad (Uthi), mereka adalah sebagian kecil dari ribuan ulama yang telah banyak berkontribusi terhadap tulisan-tulisan dan karya-karya sastra Melayu dan Aceh.

Khusus kepada Tgk Chik Pante Kulu pengarang kitab sastra epic Hikayat Prang Sabii dan Tgk. Nyak Ahmad (Uthi) pengarang kitab Hikayat Prang Coumpeuni dalam bahasa Aceh beraksara Jawi telah memberikan kontribusi besar terhadap sastra Aceh, dan menempatkan kesusteraan Aceh setara dengan sastra level internasional. Penghayatan dan karakteristik sastra Aceh memiliki kekhasan dan keistimewaan yang tidak dimiliki sastra lainnya, maka tak pelak lagi semangat patriotisme dalam membela negara dan agama menjadi senjata ampuh.

Pada proses transisi pencapaian kemerdekaan atau periode perang di Aceh, dan secara umum peperangan melawan penjajahan di Nusantara yang berkuasa beberapa lama seperti Portugis, Inggris, Spanyol, Belanda yang memiliki peradaban Yunani-Romawi menggunakan tulisan Latin, secara beransur-ansur telah mengubah bentuk pola pikir masyarakat –baik secara paksa atau tidak- dengan perang fisik dan merosotnya pendidikan dan pengenalan terhadap ilmu pengetahuan termasuk tradisi tulisan Jawi, baik berbahasa Aceh dan Melayu. Sehingga hanya dalam satu dekade telah terjadi ‘migrasi’ dari tulisan Jawi ke tulisan Rumi (aksara Latin), kecuali disebagian kecil yang masih mempertahankan ‘benteng’ dan tradisi tersebut seperti lembaga pendidikan agama, dayah-dayah, pesantren, balee pengajian, namun selebihnya tergerus dengan perkembangan zaman.

Ada warisan yang hilang dalam negeri ini, sepertinya punah dan tidak dimiliki oleh generasi sekarang baik dari segi sejarah, budaya dan karakteristik keacehan, dikarenakan para alim ulama baik pada masa kerajaan Aceh dan masa keemasannya dan pasca dinasti Aceh telah meninggalkan wasiatnya dengan aksara Jawi baik berbahasa Aceh dan Jawi, namun generasi kini belum mampu membaca dan mengkaji ilmu-ilmu melalui kitab-kitab spektakuler dan terkenal. Maka sudah saatnya ‘semangat’ tradisi tulisan Jawi baik bahasa Aceh maupun Melayu ditingkatkan untuk mampu menjamah masa kejayaan yang pernah digapai.

For about 4 four month i have been staying at for freeze in my house, and i was reading an academic books and seeking a vacancy on net, finally i was successfully found one and joining it yesterday 18/08/09, here in American Red Cross was my second institution working that located in Banda Aceh. to day was my second day, i have no descriptively activity today but what make me lays in here was I was posted as Monitoring and Evaluation Officer its related to my previous professional job. Iam really interest in M&E task as lack of people here in Aceh done and specially talented in this position. Mostly NGO and other private organization was on final line of their activity, and all of them want to evaluate their successfully program implementet, so then, the talented M&E person was huge needed in evaluating their end of program. and there's will be new program would be implemented in the country also need an M&E person to be posted in area were the program will be implemented.

how far i will learn in M&E and be specialized in this position...let's me proof later on..

Its was a fantastic time I spend in Banda Aceh, i came there to do some interview with one of biggest Non Goverment Organization called Save the Children, i propose to M&E Position that posted in Pidie its about 200 Km from the capital of Banda Aceh. after having the interview with two guy and one women, one that guy was an Indian national born i guess and the other one was and african born with no where i know where he's from..both of them asking me a lots of question about the M&E were i only have one year experiences in that position where i use to work with an Australian Partnership Program.

having less experience is the only reason that iam not succeed in that interview, i know iam lack of experience in that position, but i believe myself could do and get more experience in future, the M&E was tough and hard skill to be specialist and expert in it, when i was in Australian Program i was reading alots about Monitoring and Evaluation Paper, i use to learn alone with little help from my tutor made in Manila.

by the end of this year alots of foreign Ngo will step out of Aceh and automatically will increase the population of unrated unemployment in Aceh, what the scariest is the suddent booming economic in under development province in Aceh could caused destruction and collapse in fence of provincial economic of the country..

I was busy with national election parade, and caampaigning some local candidate to be an legeslative member in parliment, finally they succeeded and later i would like to earn for what i have done to be part of they succeed.

the election in Aceh was succeeed in process and they national party was running very smooth, a friend of mine was part of local party in Aceh, i said it was part of and successor of Helsinky MoU, delegated by Indonesian and Aceh Sumatra National Liberation Front.

I was part of spokesman for Aceh Party (PA) in Lhokseumawe, i do assisted by some big buzzy soldier of local former rebel, they really strenght in assisting, one night i was terrorrize by some messege that said, our car will be burn and shoot if we pass the road head to some village, we dont stop we persue to that village and got nothing disturbance.

It was a politic, i feel enough in local politic and now i want to be free and set to free place in relaxing for what i have done before an election was held. my local party was become a winner and now could be as succissor for they dream as a fight and war in politic, I do doubt what they said to fight and war in politic in Aceh, why Iam not sure about that...????

It was tough weekend what I’ve spend in Aceh, two day I was plan to spend it with the DreamOne. The plan was arranged, I try to put myself in here, try to care her and try to give everything what I’ve, to make her feel better. I was focusing myself for her only, and I never did like this before, this just to make her feel special in my assistant, and I want to make this weekend belong to her. First time I saw her, it was in the daylight and I was so dizzy caused by lots of task to do. Then I went back of the office. She came up in her beauty and flashed my eyes with her smile, suddenly the dizzy head was gone and cure with her smile. After that day I do always watch her as she’s new to the institution, she feel like stranger and I try to place her and be her assistant informally. I don’t have much time to spend with her in the office as she work in the field and I sit on my desk in the office, just sometime when I feel bore in the office or having fieldwork then I can meet her in short time, smiley and Say Hi in short time was really heat and sometime I do start with texting her an SMS and call, the replied was good but that not satisfied my desire. The day was quite hottest, I used my friends car to move side to other side as she want to move aside too, I picked her and friend to some shopping centre to for shopping or something else, I don’t know exactly what she’s doing in there, coz I feel bore to her now and don’t want to be closer to her as I hate the unsupported time and moment...wuhh.. what the naif story with her..

I dont think every chicky are interest to a guy that grow up and spend alot of time abroad..??? is that the reason for a waiting as she said to know more about me...what she want to know about me..??? Ooo God is that bad I am...??? First attraction was boring .................!!!! damn

It was long day before i get back to the NET, many story has been pass without me stand around. i was damn buzy with my basic job here in Bireuen. i got to learn as much as i can before the company closing down the production. so you know as new employee in one of foreign company, i got to earn more knowledge then what they paid me. the money is not the matter for me, here in Aceh earning $.50.-/day, is not that easy. many people are struggling for a penny money for a month, and i got some fifty buck was much more than i wish. that not the point iam working there - what the main thing is, they leave me to learn as much as i can. my target it was future a bright future of course. Learning how to report and evaluate the program data was the main job, and many other an add hoc stuff that make my brain flushing out. i do love this kind of job coz it deal with local communities, as a new person to my own place, i need to spend my ability to my people at least i can support them in term of social and cure the bad hurt of old problema. Bireuen is good district now, look better then 7 years back - the city was well arranged and almost all facilities completed in each sectors, the road was wider now and reforesting was much higher and look green every side of the city, the people are more educated then other district, this city was known better education in costal area. Hey you know what.. i am staying in Bireuen now, the city with deep meaning of resources, i am traying to dig what kind of source was here. the beautyfull girl are around but so sorry i have no link to be close with them, coz i am lack of friend to cacth - i grow up abroad and taste the hardest life also abroad. but that not the matter growing in my mind, i am traying to find my life partner now and i still trying to find the One, still confused to find, you know the girl are modern now - and i am not that modern here, India make me low style and be simply live, i know it not that pair with now day condition in Aceh. people are forced to be modern life while the epoch is not like whta they think. it may be effected by over globalized people here. i dont know what wrong with my people - they force them self to be modern while they lived in past epoch and more poorest then other country. sadly Acehness..? let's wake our self up - we are still sleeping in deep dream .. !!! hey i am telling you... wake up..???

Still Classical Farming

Hi Reader This weekend I spend my day in my father farms, what a surprised me is crop season it was this time. And as I am new to the Agriculture staff then I don’t know it was a crop season. What I found is that Rambutan, Durian and Mangosteen (Manggis) I was spread out in my father farms. I don’t want to waste my time to pick up all the very fresh fruits, specially Rambutan I do like it and this fruit is one of my favourit fruits and the Rambutan trees its very short, I can pick up the fruits just stand on the land without climbing the Rambutan tree In my father farm serve with 12 Rambutan trees and 6 Durian Trees all are for daily business when the crop season came. But caused by delay drought season last month the crop was not successful for this season . my father owned lots of empty farm located in Panggoi – Lhokseumawe, and the problem is he’s not expert in modern agriculture so then he don’t know how to farm Chilly, Onion in short time crop. That was a problem , and that is not just my father problem but almost all farmer in Panggoi, they still used classical crop system in farming. I did try to find some organization which is giving some lecture in modern farming system that was hard to find some organization which is feel free to teach and train the Aceh farmer in modern farming system. It’s too hard to find this kind of organization. I do talk to local government agriculture sector in Lhokseumawe. They do answer me the question but up to now there’s no real action in the field, Specially in Panggoi which is located in Lhokseumawe. What a pity condition happen here, sometime I think like to pay some talented organization which is deal in farming and train some Aceh farming in modern farming system, specially farming in Panggoi where my father farm located. Because the farmer in Panggoi is isolated from any International Organization. Who care in capacity building or some other rhythm which useful for farmer in Panggoi, Panggoi is one of village which located and surrounded by hills and majority work in the farm. The farming system they learn from their grandfather, which is they teach them by taking them to the farm and direct practical every day. So then they got the knowledge by practical and the crop season was decided by natural season. And it take some more time to crop, by the delay of crop season automatically the income of the people ware late to grow.

A Tiny Road Accident

Road Accident

Its happen yesterday(13, July 08), my first road accident in Lhokseumawe. I just came back from lhokseumawe headed to home and wanna play Takraw in afternoon - that why iam little bit hurry to speed my motorbike coz the time was late to joining a friends in a game. its about 5 munite started from Lhokseumawe just around Cunda i collapsed by another motorbike rided by aboy crossing my road.

i fall down to the road and have little scratch on my knee and hand, and my friend the one who's riding behind me just have little burning scratch caused by bike muffler. The accident is little bit funny, when i collapse to the road and a people around me just watching me try to stand up, iam hurrying my self to stand coz worry to another vehicle that running behind me. but a pity to a friend of mine which he's leg was stuck under the bike and could not stand coz by heavy bike. then a people around run toward us and pick up the bike then a friend of mine could stand and walk to beside the road. I was so weak to stop the boy who caused us accident. then he just flee away with no responsibility to take. a people around us just keep wacthing the motorbike which is new branded prodeuced by honda company call CS 1, and talk to the other about bike condition which is still in good condition and did not broke any thing. a peole keep wacthing the bike and careless to my friend and me... then i said thanks to peole around and start a bike again to go home. what a shit accident happen and this is the first time i have an accident since Iam back here in Aceh. Thanks to god who's saving me in the road and anywhere..

CS 1 Sold

I’ve been little bit busy yesterday, but I strive to get little time to the motorbike dealer in Lhokseumawe. The shop was about to close when I reach there but I maintain good conversation with the Manager of the shop and finally his giving me more time in selecting the motor bike. Last I took one of the latest motorbikes branded by HONDA call CS 1 (City Sport One) a new brand of HONDA invention in 2008. Like mostly a consumer used to deal and bargaining with the exact price. I do talk with the manager about the exact price, finally he’s agree on sum of Rp. 17.759.000.00.- then they manage the all required transportation stuff, when the officer offering me the key’s as the symbol of final handing the motorbike. I was sad when I receive the jacket as a gift coz the jacket that they giving me were not similar to the jacket that they promoted in the advertisement like a newspaper and magazine. I suddenly objected the gift but the officer said that; Officer “the jacket is limited to only who bought it faster “ Me “How come is limited as the bike is still a lots in here, take a look how many CS 1 is still display there? Suppose the bike remain one only than I can realize that I am late?. Officer “ Yup the bike is still a lots here, but we already sold it 28 pieces last month. That why the jacket is limited. I am still with my moods to have the jacket ..so then I crush the limit and talk like a stupid man The manager look busy little bit with other matter than he replied like “ are you literate? Can you read this paper? What that mean? I take a look on news paper spreading on table and I said “ don’t want to fight with you but I know how to disrepute your dealer company only by jackets matter. Alright just give me the answer could you give the jacket that you promise other I’ll turn back and don’t want to know what happened next. I show him my international student card then he realize that I am not that stupid just pretending to be a stupid guys. Finally he give me full smile and said that the jacket is there and only one remain “then you are lucky” Shit on this guys.

Indianos Momentos

India Momentos

Finally Iam leaving India for Good, completed my Bachelor and Master in Agra University for five years and two year IT Diploma in Sikkim Manipal University, stealing Hindi and Urdu language from Local Indian and Robbing Thai language from my Thai roomate. that make me little bit confident to go back home in Aceh.

I spend alots of time in Agra, enjoying the view of Taj Mahal all day and learn the local culture and friendship what i intend is to complete my study and return back home ASAP. the momentos remind good momentos for all da time.

Now i need to thinks how to survive in my own country as i was born here live for long term purpose and responsibility. i did survive in India for seven years and need to proof something to my family what kind of success i could serve to my family.

Now was going six month in Aceh what can i tell them just about the Indian panorama and view of perticular education in India, no more proof i can give them the details just a story and good historical of Indian. hopefully i can give them aproof of academic success is good salary and fine job in Aceh next time..

How Far Lhokseumawe Can Go From Now....!!

This small city was very femiliar to the ears of indonesian coz’ by many big industry are growing here. Like any other city in Aceh are there but not much more then in Lhokseumawe. Right now Lhokseumawe was devided from North Aceh, in 2005 Lhokseumawe are traying to move ahead lonely. As a new city in old land of North Aceh, Lhokseumawe was trying hard to improve in any sectors, the barrier was there for sure, the biggest fertilizer factory in Lhokseum0awe was banned down caused by lack of gas supply. PT. PIM was the biggest factory deal in fertilizer for farmer in Aceh and Indonesia generally. Has recruited many local labour to work in there, when the factory closing down the manufacturer, the local labour was protesting on the central goverment to be serious to handle the problem. The other side of conflict still going on between Indonesian army and local rebels are fighting to for self determination. The economic of the country collapse caused by the conflict, people are crying for international help to find a solution. Finally came a cease fire between both side, a local rebel are giving up the weapon and the Indonesian pay the tribe for the Acehness, the solution is not over in this limit many foreign help are came on the issue of Tsunami and the battle are done, both side are stoping to fight and focussing on reconstruction. Back to Lhokseumawe, a people are voting for new mayor of Lhokseumawe, Mr Munir Usman came up as the winner to lead Lhoseumawe. The plann was planned and programme was runned but the reality of developing was stuck in piece of paper, not yet to come or delay in practising was the problem of new mayor. Mr. Mayor is new to his field still confusing about what to do in giving right solution for the country. Many element of the people are recruited to work together in improving better Lhokseumawe. A farmer rebels are placed on top to lead Lhokseumawe, what they can proove to the people of Aceh, they was traying to fight for justice and wealthy economic with weapon. And now the chance was there to proove, how far they can go to proove and giving real action in order for healty and wealthy economic for the Acehness. Lhokseumawe people are waiting for the action...!!!!!

Communities and Education Program in Aceh (CEPA) Phase 2

For many years now, conflict has been almost a way of life in some areas of Aceh. Both teachers and students stayed away from their schools. School buildings fell into disrepair and school communities were divided. Rizal Usman from Aceh is Deputy Team Leader of AusAID's CEPA - Communities and Education Program in Aceh. Rizal and his staff have been working hard in the conflict affected Bireuen area of Aceh. They are implementing a pilot education program aimed at reducing tension within communities in that area. When the pilot stage is finished and evaluated, the program will move onto 4 - 5 other former conflict areas. The process is very democratic in nature with communities fully involved in all discussions and activities. CEPA is :

Encouraging and promoting better teaching methodology with teachers;
Encouraging and promoting better teaching methodology with teachers;
Improving the quality of education by working with principals and local education authorities including district MORA representatives;
and Inviting education stakeholders, such as local education authorities and staff to participate.

As Rizal explained, the students will soon be the real winners. Their schools will be in better condition through the involvement of School Committees, for example. The school atmosphere, including the support and interest of their parents in their education, will be much improved. And lastly, their teachers will be better equipped to teach and make their education a valuable and interesting experience for their children. And guess what? Attendance by students, and teachers, is already increasing.

The Communities and Education Program in Aceh (CEPA) is a new program within the Australia Indonesia Partnership for Reconstruction and Development (AIPRD) Aceh Rehabilitation Program (ARP). CEPA will contribute to post conflict and education rehabilitation through the development of effective working relationships within and between community and government with a focus on the school community.

The Program is to be implemented in partnership with selected communities and the Government of Aceh. Education rehabilitation will focus on building effective relationships between within the school communities, and through the development and support of representative and functionaly, School Committees, between communities and the District government authorities responsible for education.

CEPA will support Government of Aceh policy for school improvements, with a focus on improving school-based management through the School Committee and the implementation of block grants for improvements to school infrastructure and education quality improvement initiatives. Integral to the school improvement program will be the involvement of District government. MEDIA RELEASE - 6 March 2007 Minister for Foreign AffairsAlexander Downer School Construction in Indonesia Gathers Momentum Today I attended a school inauguration ceremony in Bekasi, West Java for the construction of one of about 2000 junior secondary schools to be built in Indonesia over the next three years. The $355 million Australia Indonesia Partnership's Basic Education Program will fund the construction or expansion of schools in 19 Indonesian provinces. Up to 1225 schools are expected to be completed by the end of 2007.

The construction program will create more than 330,000 new junior secondary school places for 13 to 15 year olds, targeting children from poor and remote areas. Local people will build the schools using locally supplied materials. The school sites have been selected based on an assessment of unmet demand, enrolment rates and community involvement.

As a close friend of Indonesia, Australia is supporting education in Indonesia recognising it can have an enormously positive impact on the quality of people's lives. To enhance the people linkages, the Basic Education Program will be supported by a 'sister school' arrangement, to aid positive exchanges between Australian and Indonesian school communities.

Funding for the Basic Education Program comprises $200 million in loans and $155 million in grants. The implementing agencies will be the Indonesian Ministries of Education and Religious Affairs.

A further $300 million in loans will be made available for another major infrastructure development project, the Eastern Indonesia National Roads Improvement Program which will see the rehabilitation of over 1000 kilometres of roads and about 4.5 kilometres of bridges in Eastern Indonesia.

The loans components of the schools and roads projects are generously concessional with zero interest up to 40 years, no payment of the principal for 10 years, followed by a 30 year repayment period.

The Basic Education Program and Eastern Indonesia National Roads Improvement Program are both funded under the $1 billion Australia Indonesia Partnership for Reconstruction and Development announced by the Prime Minister in January 2005.

Laisure Time in Aceh

Since my arrival in aceh last August i just spend my laisure time to travel around in Aceh just for relaxing and draw my deepest dream about Aceh. not much have to see around i just spending my time in Banda Aceh and due to lack of financial pocket stucking me to travel all around what to do... no new support from finance banker.

I could'nt ask more money from parent coz their duty is over to fees me in education, and now is time to pay back where the duck of prestigious penny was...?

I use to visit every place in Lhokseumawe including the office of former rebels in Aceh, just wanna take a look how are them right now...? thanks gods they are very fine right now and having better life in there.. they use to fight with arms before and now they change everything to focuss in fighting by politics, i dunno yet how far this former rebels came in politics, they already have a local party call as GAM Party and GAM not usually stand for Gerakan Aceh Merdeka or Aceh Freedom Movement but they change it to be Gerakan Aceh Mandiri or Independent Aceh Movement Party.

This story of GAM labelled to the party was became long talk and hard discussion in Jakarta. the central goverment prohibited GAM to be labelled as the party if the GAM stand for rebel movement in Aceh.

Day after the former rebels change the meaning of GAM abbrivation to be Independent Movement, so then the central goverment say okey for the unprovocated abbrivation after the cease fire three years back.

This was the pre conflict story before to entry the real battle in next 2009 election, who's the winner is really depending on how they play political balls, when they gonna shoot to the goal to be a winner and who's the shooter and where's the talented shooter....?

Culture Shock in My Own Citys

i've been living abroad for seven year and never been home even once. in the end of last June i decided to fly back home for goods. before iam reaching home, i like to take a good look of Thai so i steped my feet for the first time in land of elephant. i spend about a month in this country, starting from Bangkok, Pattaya, Ranong, Petcha Bury, and last i spend 2 weeks in Chiang Mai as a city of smiley where the local people use their friendly faces to cmmunicate to each other. iam really impressed with this people they are really friendly and helpfull.

Chiang Mai is the best valley that i ever seen, i decided to stay longer in this place caused by the beautiful view and friendly people are around, i roam all around Chiang Mai and that really make my mind fresh after seven years in India, it just like a flash all of bad moment that i ever feel while iam stayed in India goes like flasing light. on mids of July iam flaying home my sweet home, i was imaging something like my country could be better that what i seen in Thai.. Its about five in evening my flight landed in Medan International Airport. i collected all my luggage and call a taxi to take me to some hotel in Medan. Morning around ten o'clock i was in the bus heading to Aceh, i could not wait to see my birth place where iam growing and playing with my friends spending a childage and everything before i departed to india sevent years ago. In the bus i hear a people chatying around to each other, i do understand their languages and really familiar to my ears. Im just listening to what a matter they speak and i dont respond to any one of them. what i could hear all of my people's inside the bus just talking about the money they earn in the day and where they gone to spend that money. i just aware to them on what they discuss, along the way to Aceh they talk only all about the money i could not believe that.. Finally i reach my Home safely i just seat and stay at home for three days without going out even i receive many invitatiob to my friend house but i refused to come, one day i talk walk with my sistes to some local shopping center in Lhokseumawe - i just pick up some new trauser and slipper coused i need that - after that i walk to cashier to pay - i use to talk with the salesgirl who's stand in that machine, i did'nt see any smiley and friendly face facing at me, its make my body tamperature burnng hot and hots. what i said is iam landing in my own's country and city but why this people are less of smiley to deal with a costumers...? i could not believe that...? in Thai those people are stranger for me but they deal something with me with friendly habits ... what da fuck is wrong with my own's people dealing with unfriendly face to me...? all are suck ... what my sister talk is right... Aceh people are now change to their habits and that caused by the long conflict that happen in Aceh before. Less of Smiley and used to suspect to each other... and less of sense of social to other.. how this happen to my people ... the Aceh people what i meet to day is the worse ever and they are not the people when i leave before....

GEOGRAPHY Area : 55,392 sq km, which is located between 2o and 6o North Latitude and between 95o and 98o East Longitude.
Administrative : The Province of Naggroe Aceh Darussalam (NAD) consists of 8 regencies, 2 municipals, and 2 administrative towns with Banda Aceh as its capital city.
Borders : Malacca Strait on the north, Indian Ocean on the west, Indian Ocean and the North of Sumatra on the south, Province of North Sumatra and Malacca Strait on the east.
Physical Features : The Bukit Barisan Mountain range rises from the northern part of NAD along the entire length of Sumatra.
Humidity : Varies between 67% and 86%.
Rainfall : In the western and Sumatra coastal plains averagely 2,000-3,000 mm per year and in the northern and eastern coastal plains : 1,000-2,000 mm per year.
Temperature : Ranges between 23o C and 33o C.
DEMOGRAPHY : The community of the NAD Province consists of many ethic groups such as Aceh, Gayo, Alur Tamiang, Aneuk Jamee, Kluet, Pulo and Singkil.

Population density of NAD in 1994 reached 66 people per Km2. Compared to the national population growth (2.144% per year), NAD is on the higher level with 2.5% per year in the 1990-1994 period. The projection population composition in 1997 can be seen on the following table. ECONOMY The greatest contribution to the Gross Regional Domestic Product (GRDP) of the NAD Province in 1995 is made by mining, manufacturing, agriculture sectors, with 77.3% share of the total GRDP. In the 1993-1994 period, the economic grew at a rate of 5.3%. In 1994, GRDP of non oil and gas reached Rp. 6,606,737 Million, gas and related products amounted to Rp. 6,192,092 Million so that the total of GRDP in 1994 reached Rp. 12,798,829 Million. During the Five Year Development Plan VI, the GRDP is projected to grow at 6.3% per year. The greatest contribution of agriculture to the GRDP made by horticulture sub-sector, while mining was contributed by oil and gas, and manufacturing by oil and gas industry. Wholesale trading and retail trading dominated the GRDP of trade, hotel and restaurant sector. Oil and Gas are the main export of the NAD which consists of condensate, LNG, while Urea Fertilizer is the prominent export product in industrial sectors amounted to US$ 158.2 Million. The total export value reached US$ 2,631 Billion in 1995. This province is the third largest contributor of foreign exchange in the national export energy to Indonesia after Riau and East Kalimantan. Most of imported products was consumed by industrial companies who run their business in processed manufacture such as cement, plywood, paper, and other processed product. Principally, a type and value of imported products was classified into 3 groups, such as capital goods (machines) amounted by to US$ 4.7 Million, spare-parts of US$ 9.4 Million, and raw materials of US$ 17.2 Million. Total of import for the NAD Province in 1995 amounted to US$ 31.3 Million. PRIMARY PRODUCTS

NATURAL RESOURCES POTENTIAL NAD has natural resources which have not been optimally exploited. The economic sub regional cooperation among Indonesia, Malaysia and Thailand called Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) is expected to accelerate the use of existing natural resources potential in this area, as can be seen on the following table. DIRECT INVESTMENT Based on the foreign direct investment (PMA) approvals, the most favorable sector was industrial sectors with 7 projects amounted to US$ 2 Billion. From those industrial sectors, the biggest approval value was contributed by chemical industry with 2 projects amounted to US$ 1.96 Billion. The other favorable sectors of investment are food, wood, and paper industry. In the 1991-1995 period, the total value of PMA approvals reached US$ 2.2 Billion. Domestic investment (PMDN) was dominated by agriculture sector focused on (11 projects) while 6 of them were plantation sectors. Industrial sectors attracted by domestic investors are food industry and chemical industry. The value of PMDN approvals was Rp. 2,290 Billion of which Rp. 1,128 Billion contributed by a paper project. INDUSTRIAL ESTATE/ZONE Industrial sectors are considered as prospective fields of investment and offers job opportunities. From this stand point, the local Government prioritized Industrial Zone of Aceh Besar and Lhokseumawe as one of Prime Estate Development in order to attract investors contributing to many industrial sectors. AIRPORT AND/OR SEAPORT Air transportation in this province is supported by 7 airports where as Bandara Blang Bintang Airport is Banda Aceh as the main airport. In the 1993/1994, Blang Bintang Airport has been landed by DC-9 and Boeing 737 air lines. This airport has already served 975 flights, 58,214 passengers, 831,319 Kg of flight goods and 101,950 kg of airmail, and also 421,837 kg of baggage. The other airports such as Cut Nyak Dien Airport in Meulaboh, Cut Ali Lasikin in Sinabang, Cut Bak U in Sabang, Tanjung Seumantok in Langsa and Sucfindo in Singkil, and also Malikul Saleh Airport in Lhokseumawe are considered as pioneering airfields. SEA PORTS The NAD has 13 oceans ports. Some of them are Kuala Langsa Harbor classified as fourth class ocean harbor for serving international trade, with a quay of 100 m in length and 8.1 m in depth. Malahayati Harbor classified as third-class seaport with a quay of 100 m in length and 6-7 m LWS in depth. Sabang Harbor classified as fourth class seaport for serving international trade with a quay of 328 m in length and 7.5 m in depth, while a maximum of 150 m in length for ships moored on this harbor. Pemerintah Aceh dengan bekerjasama dengan aparat penegak hukum akan membangun mekanisme agar rakyat pencari keadilan dapat dan berani mengawasi proses hukum yang terjadi di dalam dan di luar pengadilan dan mengawasi perilaku para hakim serta aparat penegak hukum lainnya.

PENGEMBANGAN SUMBER DAYA MANUSIA:

Pendidikan akan dijadikan sebagai media pemerataan kesempatan untuk berkembang (mobilitas vertikal) bagi semua lapisan masyarakat, terutama masyarakat lapisan bawah.
Kualitas dan mutu sekolah di seluruh Aceh akan ditingkatkan baik kualitas fisik bangunannya maupun kualitas para pendidik terutama administrasinya.
Pemerintah Aceh akan memberikan subsidi untuk universitas-universitas atau perguruan tinggi di Aceh guna meningkatkan mutu sumber daya manusia dan fasilitas pendidikan (sarana penunjang).
Pemerintah Aceh akan mengusahakan pendidikan gratis minimal bagi murid sekolah dasar (SD/MI) sampai dengan Sekolah Lanjutan Atas (SLTA/MA). Sekolah akan dibersihkan dari pungutan yang membebani orang tua siswa.
Pemerintah Aceh juga mengupayakan—sesuai dengan kemampuan ekonomi Pemerintah Aceh—pembebasan biaya pendidikan bagi semua anak yatim korban konflik dan korban tsunami sampai tamat Perguruan Tinggi (S1).
Pemerintah Aceh akan mengusahakan (sesuai kemampuan pemerintahan Aceh) pembebasan uang kuliah atau sekurang-kurangnya akan dikembangkan system subsidi yang adil untuk semua program studi S1 yang memenuhi criteria dan kualifikasi tertentu.
Pemerintah Aceh akan meminta kepada institusi-institusi/lembaga pendidikan pencetak tenaga pendidik untuk meningkatkan standar mutu penerimaan calon tenaga pendidik dengan menaikkan rating kualifikasi penerimaan mahasiswa baru. Institusi ini akan mendapat perhatian khusus dari Pemerintah Aceh.

Pemerintah Aceh akan memberikan perhatian khusus dalam bentuk program-program beasiswa secara luas untuk mahasiswa cerdas dan berprestasi untuk melanjutkan pendidikannya ke jenjang S2 dan S3 di universitas-universitas terkemuka di luar negeri.
Dalam rangka pemerataan kesempatan pendidikan, Pemerintah Aceh akan mengembangkan sistem subsidi/beasiswa kepada mereka yang secara ekonomi tidak mampu namun memiliki keinginan dan kemampuan kecerdasan untuk melanjutkan pendidikan.
Di daerah-daerah tertentu akan dikembangkan sekolah-sekolah kejuruan (vocational).
Sekurang-kurangnya 30% APBD akan digunakan untuk pendidikan.

KESEHATAN

Pemerintah Aceh akan meningkatkan mutu pelayanan kesehatan kepada masyarakat.
Pemerintah Aceh bertekad akan memberantas penyakit-penyakit menular klasik seperti Malaria, TBC, DBD, Lepra, dsb.
Pemerintah Aceh akan memberikan pelayanan medis gratis bagi ibu hamil dan anak.

PEREKONOMIAN

Membangun kembali infrastruktur perekonomian di seluruh Aceh sehingga akhirnya seluruh teritorial Aceh dapat menjadi satu kesatuan politik dan satu kesatuan ekonomi.
Pemerintah Aceh akan memperlakukan pelaku ekonomi sebagai partner pembangunan.

Para mantan gerilyawan GAM dan korban konflik akan diperhatikan secara serius untuk memperoleh kehidupan ekonomi yang layak melalui penyediaan modal dan lapangan kerja yang memadai.

POLITIK

Pemerintah Aceh akan berusaha sekuat tenaga agar seluruh Rakyat Aceh mendapat perlakuan yang adil, baik dalam bidang politik dan hukum maupun dalam bidang ekonomi, dengan memperhatikan potensi dan karakteristik masing-masing.
Kepala dan Wakil Kepala Pemerintahan di setiap level harus menjadi satu kesatuan yang saling mengisi dengan pembagian tugas yang jelas. Sementara Bupati/Walikota menjadi mandataris rakyat di daerahnya masing-masing.
Semua lembaga poilitik, lembaga adat, dan lembaga keagamaan harus menjalankan kegiatannya berdasarkan fungsi masing-masing dan tidak boleh ada tumpang tindih dalam hal fungsi dan wewenang.
Partai lokal harus menjadi sarana demokrasi yang menciptakan kestabilan politik, kemandirian, dan kemakmuran bagi Rakyat Aceh.

SUMBER DAYA ALAM

Penerimaan Pemerintah Aceh yang berasal dari bagi hasil kekayaan alam akan digunakan secara adil, efisien, dan bertanggungjawab untuk kesejahteraan dan kemakmuran seluruh Rakyat Aceh.
Pemerintah Aceh akan meninjau kembali Hak Pengelolaan Hutan (HPH). Jika selama ini HPH hanya diberikan kepada pengusaha, maka di masa mendatang, Pemerintah Aceh akan menciptakan sistem pengelolaan hutan yang dikelola sendiri oleh rakyat secara lestari, berkesinambungan dan bertanggung jawab untuk kepentingah rakyat Aceh sendiri.
Pemerintah Aceh akan melarang dan membatasi penebangan hutan yang dilakukan secara liar, kecuali untuk keperluan domestik rakyat yang dilakukan secara terkontrol.
Pemerintah Aceh akan melakukan eksploitasi dan eksplorasi sumber kekayaan alam lainnya, terutama pertambangan, dengan mempertimbangkan secara serius kelestarian ekosistem.

ADAT ISTIADAT, KEBUDAYAAN, DAN OLAHRAGA

The long and arduous conflict in Aceh has created so much sufferings and has influenced the life of thousands civilian victims. Primary education is one of the civic life institutions that have been severely impacted. Many schools were set on fire and burnt out to ashes throughout Aceh. Children refugees and their families were forced to leave their villages of fear for their life. Many of them including those who managed to come back later have lost their access to the limited education facility they previously had. School burnings and demolitions are not only criminal but also inhumane act. In 1998-2003, some 546 schools were burnt down in Aceh (Aceh Office of Education).The action has a long term damage of a bigger magnitude to education in Aceh. It is not only a loss of buildings. It is a mass killing of hopes belonging to thousands of innocent children for basic education and a better future. Education and the culture of learning are principle foundation for a generation to survive and to improve. Additionally, some 514 teachers left Aceh due to the conflict According to the Office of Education and Statistical Bureau in Aceh, there were 40,000 students dropped out of high school; 20,000 dropped out of middle schools and 70,467 dropped out of primary school in 2003. This is certainly staggering number. Other record shows that 240,884 children between the ages of four to six years old are lacking access to Pre School and primary education. Some 13,994 children of seven to twelve years old and 1, 904 children of thirteen to fifteen years old have never ever been to school. In addition, quoting the official number only, there are 63,328 persons of productive age (10 to 44 years old ) are illiterate and a total of 267,000 people or approximately 6.35 percent of total Acehnese population are still illiterate. The 26 December 2004 great quake and tsunami had further worsened the education physical and non-physical condition in Aceh. Aceh Office of Education recorded that not less than 1,341 (27.9%) of 4,809 schools building were destroyed, 1,539 teachers and 86,545 students of different ages were missing or dead from the catastrophe. These facts and conditions require immediate action from every of us. Actions beyond physical reconstruction of the school buildings are urgently required. The Iqra Reading Society is calling everyone's attention to this situation. We invite and welcome everyone's participation to action. The Law on Governing Aceh (LoGA) violates the Helsinki MoU

"GoI and GAM will not undertake any action inconsistent with the letter or spirit of this Memorandum of Understanding."(The Key and Last Paragraph of the Helsinki MoU).

The Law on Aceh Government (LoGA), which the Parliament of the Republic of Indonesia (DPR-RI) enacted on 11 July 2006 in Jakarta, should have been not only a law product but must have related as well to the commitment of GoI and GAM to a peaceful, comprehensive, sustainable solution to the conflict in Aceh, with dignity for all, as stipulated in the very first paragraph of the Helsinki MoU. The hope for a lasting peace in Aceh will depend on the Law on Governing Aceh (MoU) that complies fully with the MoU. If the said LoGA complies fully with the Helsinki MoU, God Willing, peace, justice and good governance will certainly hold in Aceh. On the contrary, a law that deviates, in letter or in spirit with the Helsinki MoU will threaten peace that is clearly taking root today in Acheh, and will not produce good governance and justice, but will perpetuate the status quo of corruption and mismanagement.

Critically and legally analyzed, one will find in the LoGA that was enacted in the plenary session of the DPR-RI on 11 July 2006; a number of basic principles, contents and points (articles, phrases, and letters) which are not only in contravention of the Helsinki MoU but in some cases in contradiction with one another, creating anomalies and confusion in its implementation later. Examples of such violations and contradictions are given hereunder:

1. The exclusion, in the Reference and Consideration of the LoGA, of the Helsinki MoU as a philosophical and political basis of the LoGA to create a lasting peace in Aceh; that the creation of the LoGA is indeed for the purpose of making it possible to implement the MoU.

2. The exclusion of geological and political boundaries of Aceh, that clearly stated in the Artcile 1.1.4 of the Helsinki MoU, being corresponding to the map of Acheh dated 1 July 1956; it is stipulated in the LoGA (Article 3)as in the coordinate of 20 - 60 north-latitude and 950 – 980 south-latitude.

3. Under the LoGA, the government of the Republic of Indonesia will still be able to intervene in the governing of Aceh by the Government of Aceh through the formation specially designated areas in Aceh (Article 4 of the LoGA and point 1.1.2 (a) of Helsinki MoU); The limitation of the powers of the Central Government in Aceh to the 6 points mentioned in this article of the MoU has been ignored.

4. The inclusion of several authorities held by the Government of the Republic of Indonesia in addition to the 6 authorities stipulated in the Helsinki MoU (Article 7 (2) of the LoGA and point 1.1.2 (a) of Helsinki MoU).

5. The changing of the word "consent" in the MoU to "consideration" in the LoGA on the policies taken by the Central Government and Parliament with regards Acheh (Article 8 of the LoGA and points 1.1.2 (b), (c) and (d) of the Helsinki MoU); This is one of the fatal modifications as far as compliance of the MoU is concerned.

6. The Government of the Republic of Indonesia will still be able to intervene in the governing of Acheh and to interfere in the authorities of the Aceh Government by imposing the "national norms, standard, and procedures" of control. Such regulations and control set the stage for the proverbial "freeing the head but holding the tail". (Article 11 of the LoGA and point 1.1.2 (a) of the Helsinki MoU). This article of the LoGA would place too broad authority on the Government of the Republic of Indonesia to control the authorities of Aceh government as stipulated in the subsequent articles of the LoGA.

7. The management of natural resources as stipulated in the Helsinki MoU should be in full control of the Aceh Government and not just on an authority rendered to the Aceh Government that could be withdrawn later at the will of the Central Government as stipulated in the LoGA. (Article 156 of the LoGA);

8. The management of gas and oil resources is stipulated in the Helsinki MoU to be under the full authority of the Government of Aceh and not to be jointly managed by the Government of the Republic of Indonesia and Aceh as stipulated in the Article 160 of the LoGA;

9. The role of TNI under the LoGA is not defined in accordance with the stipulation of the MoU as being for external defense but blurred with the term 'state defense'. This is a clear and dangerous violation, it being the core principle of the peace process. Any possible interference in the civilian life in Aceh by the military will undoubtedly create tension in the population that has been living in deep trauma of military oppression (Article 202 of the LoGA and point 4.11 of the Helsinki MoU).

10. The stationing of TNI troops at their bases (no longer at subdistrict, district, combined-districts regiments and provincial headquarters) only for the purpose of external defense, is not stipulated in the LoGA (Aticle 202 and point 4.11 of the Helsinki MoU);

11. It is clearly defined in the MoU that civilian offenses by the military will be referred to civilian courts. This stipulation has been omitted in the LoGA. (Article 203 of LoGA and point 1.4.5 of Helsinki MoU);

12. The position of the Wali Nanggroe is defined only as a traditional and cultural institution, which is against the spirit of the stipulation of the MoU (Article 96 of the LoGA and point 1.1.7 of the Helsinki MoU);

13. The human rights court defined in the LoGA is even less authoritative than stipulated in the Law no. 26/2000 for the whole of Indonesia; in the LoGA, retroactivity is not allowed, as it covers only offenses after the signing of this law. Such stipulation is clearly military inspired in order to free the serious crimes against humanity perpetrated by the military during the conflict in Aceh (Article 227 of the LoGA and point 2.2 of the Helsinki MoU);

14. The LoGA does not stipulate any guarantee for civil, political, economic, social and cultural rights that is in accordance to the International Conventions of the United Nations as clearly stipulated in the Helsinki MoU (point 2.1 of the Helsinki MoU);

15. The old terminologies such as "province" of the Special autonomy Status system that have been clearly excluded in the Helsinki MoU are being re-introduced in the LoGA. Such usage is in contradiction with the stipulation of the LoGA itself that the name of Aceh will be determined by the local parliament in 2009, and meanwhile any reference to Aceh should use the word Aceh only without any other epithet.

16. The status of the Qanun that will be the local law in Aceh enacted by the local parliament is vaguely defined, and always accompanied on every clause and article by the phrase "based on the law in force and the constitution" of the Republic of Indonesia, giving the Indonesian Government the power to abrogate it at will if it feels that a Qanun law is against any Indonesian law, without the necessity of referring the matter to the Supreme Court. Such stipulation is a step backward compared even to the rejected "Special Autonomy Status" stipulation under the Law No.18/20001.

Other than those examples mentioned above, there are many more which are less important violations that rendered the LoGA even less autonomic for Aceh than under then provided by Laws No. 18/2001 on Special Autonomy of Aceh, No. 32/2004 on Regional Government and No 26/2000 on Human Rights Court.

It is understood that the GAM has signed the Helsinki MoU in good faith, believing the assurance of the Government of Indonesia's side that the Party in power that it represents (GOLKAR) is in majority control of the Parliament and that any proposal it made would be accepted by Parliament. In fact it would have appeared indeed to be so; the violations of the MoU were already there the LoGA Bill (RUU-PA) before being presented by the Government to Parliament. In at least one case, it is the Government that overruled the wish of Parliament.

The Parliament wanted to give full controlof the oil and gas resources to Aceh, but it is the Government that opposed this, stipulating instead a joint control. It is not the question of "democractic _expression" of the Parliament that is the problem, but non-compliance by the Government itself. If the government of Indonesia remains unwilling to revise or amends these violations of the MoU by the the LoGA in order to agree fully with the stipulations of the Helsinki MoU, it is then become a matter of necessity for the people of Aceh to take a firm decision to reject the UU-PA (LoGA).

Furthermore, the effort to refer this matter to the Dispute Settlement mechanism as stipulated under the Mou, for GAM and GoI to renegotiate the solution under the mediation of the Aceh Monitoring Mission (AMM) and the Crisis Management Initiative (CMI), in order to find a good way out in order to safeguard the peace process, must be supported by the entire people of Aceh and the international community. ============================

ACEH: Activists launch first local political party

James Balowski, Jakarta On March 16, left-wing Acehnese political activists publicly launched the Acehnese Peoples Party Preparatory Committee (KP-PRA), which they hope will provide the basis for establishing the first local political party. The launch — held at a restaurant in the provincial capital of Banda Aceh — was attended by around 600 KP-PRA supporters. Also present were representatives of Acehnese mass organisations and Juha Christensen from the Aceh Monitoring Mission. The launch heard greetings from a number of Acehnese and Indonesian organisations as well as solidarity messages from political parties in Malaysia, Bolivia, Venezuela and Germany. According to the March 17 Detik.com website, KP-PRA chairperson Thamrin Ananda said that the group has already established representative offices in 11 regencies across Aceh, including in Banda Aceh, Greater Aceh, Sigli, Bireun, North Aceh, Lhokseumawe, Central Aceh, West Aceh, Nagan Raya and South Aceh. The KP-PRA is aiming to establish a presence in 12 regencies in order to fulfil the administrative requirements to establish a new political party. According to the March 16 Aceh Kita daily, Ananda said that the idea of forming KP-PRA was a response to the Memorandum of Understanding (MoU) signed by the Indonesian government and the Free Aceh Movement (GAM) in Helsinki on August 15, and the a decision reached at the Acehnese Popular Democratic Resistance Front (FPDRA) congress in February to encourage its activists to form a local Acehnese party. It is still unclear however if the draft law on a government for Aceh currently being debated by the House of Representatives will allow the formation of local parties. Speaking with Detik.com, Ananda said that if after the draft law on a government for Aceh is ratified, “local parties are accommodated in accordance with the Helsinki MoU, then next August we will proclaim the KP-PRA as a local party in Aceh”. Ananda went on to explain that if it turns out that local parties cannot be formed, the KP-PRA will affiliate with one of the existing national political parties that has the same vision and program. He emphasised that such a party would have to be one seeking to create “a government that is clean, democratic, popular and free from foreign intervention”. On March 21, Ananda told Green Left Weekly that one of the other reasons PRA supporters had chosen to first launch a preparatory committee was to give an opportunity to other groups and individuals to join and participate in the KP-PRA's congress in August — so that they can be actively involved in deciding the party's program. Ananda said that there has been a “very positive response from ordinary Acehnese to the initiative", in particular from students, teachers and nurses’ groups. He said that KP-PRA’s main support was among the small farmers who make up the majority of the population and who were most affected by the 30-year armed conflict between Indonesia and GAM. Ananda told GLW that, although there are still problems with bureaucratic obstacles, since the signing of the MoU there has been a dramatic decline in the level of repression and an opening up of democratic space. When asked about the threat of militia groups and the February 17 attack on the offices of the Aceh Referendum Information Centre, he said that while the government has failed to disband or disarm the right-wing militias, their activities have been largely restricted to Central Aceh. “Certainly, militia groups still exist but they are not very visible and largely inactive and their activities are in no way as bad as during the period of martial law and civil emergency when they could count on the open backing of the military and police.” Ananda also explained that the massive influx of aid money for reconstruction has created a scramble among local capitalists to link up with foreign capital in competition with Indonesian capital from outside of Aceh. “This is one of the main reasons sections of the Jakarta elite supported the peace process, to promote their own business activities in Aceh. As a result, this massive inflow of money has done nothing to improve the standard of living of the majority of Acehnese people. Born on August 17th 1977 at the village of Sibreh, in the District of Aceh Besar, Aceh, Sumatra, Indonesia, Aguswandi is the second of 6 children of a farmer. Despite the rather unusual name for an Acehnese, both his parents are Acehnese (the name is in fact derived from the date of his birth that coincides with the Indonesian Independence Day). Socially active since he was in secondary school, at 17 Aguswandi was elected resident of the inter-secondary schools organization. He entered the tertiary education in 1995 by registering in the Law Faculty of the Syiah Kuala University of Banda Aceh, where he soon got involved in organizational activities. In 1998 he was elected Secretary General of the University Senate. AFX News Limited Indonesia misses Aceh government law deadline JAKARTA (AFX) - Indonesia has missed a deadline to pass a law granting government to Aceh under a peace pact with separatists, but both sides said the delay will not derail the process, Agence France-Presse reported. The pact signed last August by the government and the Free Aceh Movement (GAM) calls for a law granting Aceh partial self-rule by today. Ferry Mursyidan Baldan, chairman of a parliamentary committee debating the bill, said lawmakers need more time. 'We have said all along that there's no way we can finish the discussion on March 31. We won't be able to finish discussing a bill in one month, let alone one dealing with an issue as big as Aceh,' Baldan told AFP. 'It won't undo the process that has taken place in Aceh. We are doing our best and this bill is a priority,' he said. Baldan said contentious issues include relations between the central and Aceh governments, revenue-sharing from the region's natural resources and the participation of independent candidates in local elections. A GAM spokesman, Teuku Kamaruzzaman, said the delay is justified and does not consider it a blow to the peace process. 'There are many issues that need to be discussed bit it is not reasonable to expect them to finish today,' he told AFP. A report by the International Crisis Group think-tank warned that the law had been diluted by the home affairs ministry and that tough times are ahead for the peace accord. The GAM agreed to drop its demand for independence in return for -- among other concessions -- the right to form local political parties, which are banned elsewhere in Indonesia to discourage separatism. According to nationalist lawmakers, Jakarta may have gone too far in its concessions, but they have insufficient numbers to block the bill.

Aktifitas baru bagi pasangan muda-mudi di New Delhi yang memadu kasih dan menghabiskan masa sore hari di Taman yang terletak di tengah kota Oleh : Irwansyah Yahya* Musin dingin pada tahun ini tercatat sebagai musim dingin terpanjang dan terburuk, cukup membuat tubuh bergetar karena kesejukan yang tidak wajar, dan tidak seperti tahun sebelumnya, puncak musim dingin hanya berlalu dari Bulan September sampai dengan Bulan Februari. Di New Delhi saja tercatat hampir satu minggu suhu udara berada dibawah nol derajat celcius, belum lagi di tambah dengan kumpulan kabut yang dapat menutup jarak pandang. Penumpang pesawat baik international maupun domestik menjadi korban mereka, belum lagi kerugian pada perusahaan penerbangan karena keterlambatan jadwal penerbangan, dan ditambah lagi harus menyediakan paket transit bagi penumpang yang terlambat jadwal penerbangannya. Bagi remaja, Musim dingin tidak menjadi kendala untuk melakukan aktifitas sehari – hari nya, Tidak seperti pada musim panas dimana para remaja sangat males keluar dari rumah untuk menunaikan kewajiban di kantor maupun di sekolah atau hanya sekedar jalan keluar dari tempat tinggal, dikarenakan panas terasa bagaikan terbakar oleh api. Pada musim dingin aktifitas keluar rumah sangat banyak diminati para remaja india ini. Tak terkecuali para remaja setingkat sekolahan, pagi subuh hari mereka sudah bersiap – siap untuk berangkat ke sekolah, sebahagian dari mereka berangkat dengan menggunakan bus sekolahan dan sebagian di drop langsung oleh orang tua mereka seperti Rohit, remaja yang sedang belajar pada tingkat akhir ini selalu diantar oleh papa nya yang sembari lewat menuju ke kantor, tak lupa pula sebelum berangkat Rohit menyiapkan sepotong kaos dan celana panjang yang diselipkan dalam tas sekolahannya. Munkin hari ini ada pelajaran olah raga atau sekedar belajar senam di sekolahnya, begitulah pikir orang tua Rohit ketika melihat anak nya sedang menganjal baju nya dengan buku agar tidak dicurigai oleh orang tua nya. Tanpa basa-basi mereka pun pergi menuju sekolahnya Rohit. Bus dan mobil yang mengantar pelajar ini tepat berhenti depan gerbang sekolah yang tidak jauh letak nya dari jalan lintas Sufdarjung – Chanakya Puri. Kesibukan lalu lintas membuat mobil orang tua murid ini harus hengkang secepatnya sebelum pihak polisi menempelkan surat tilang yang bewarna merah bertuliskan “ Error parking car “. Setelah memasuki ruang belajar dan menikmati ilmu - ilmu baru yang disajikan oleh para guru yang semuanya bergelar Master of Art (S2) untuk mengajar pada tingkat 10 + 2 (SMA) di New Delhi, dalam lingkungan sekolah bagi para pelajar ini diwajibkan berbahasa inggris sebagai bahasa komunikasi utama dalam belajar, dan hampir seluruh buku bacaan mereka bertuliskan dalam bahasa inggris. Kebijakan wajib berkomunikasi dalam bahasa inggris ini pernah di protes oleh aktifis pecinta Tanah Hisdustan dalam suatu statement mereka yang dipublikasikan di surat kabar The Hisdustan Times India. Mereka memprotes Kementerian Pendidikan India agar mendahulukan bahasa hindi dikalangan sekolah dasar dari pada bahasa asing lainnya, guna untuk tetap menjaga keabsahan dan kekayaan bahasa hindi. Jam menunjukan pada angka 2, setelah bel berbunyi menandakan berakhirnya jam belajar – mengajar. remaja setengah baya ini pun sibuk membuka tasnya seakan – akan mencari sesuatu yang sangat penting dalam tas yang dipegangnya sangat erat “Got Ya” sebut Rohit. Kuncian Hp Nokia dibuka, langsung saja dengan sangat hati – hati mulai diketik satu per satu huruf “ WAIT 4 ME @ DA G8” sebelum mengirimnya Rohit menyempatkan diri untuk melihat sekeliling, takut jika ketahuan sama pengawas sekolah yang rutin memeriksa ruangan belajar setelah berakhirnya jam pelajaran. Dengan sangat lihai text SMS tadi dikirim melalui sambungan Bluetooth yang ditujukan kepada seseorang. Tak sampai hitungan detik bunyi khas nokia berdering dalam tas warna biru milik Preety, dengan muka memerah seperti ketakutan Preety melihat sekeliling, dengan spontan teman – teman nya Preety meletakkan jari telunjuk di mulut mereka untuk mengisyarakatkan agar menyembunyikan bunyi dering ponsel milik nya. Dengan wajah memerah ketakutan Preety pun hanya bisa menebar senyum dan malu – malu dikarenakan lupa mengaktifkan ponsel nya dalam keadaan “silence”. Jika ketahuan mereka membawa dan menggunakan ponsel dalam lingkungan sekolah mereka akan mendapatkan teguran dari guru. dan tidak hanya itu, ponsel mereka akan disimpan di ruangan kepala sekolah sampai ada kebijakan selanjutnya dari pihak guru. Cewek berambut coklat dan pirang ini langsung menuju kamar kecil yang berada dekat dibelakang ruangan kelasnya. Setelah menutup pintu kamar kecil langsung saja dibuka isi SMS yang baru diterimanya tadi. “WAIT 4 ME @ DA G8”. ‘OK’ desis nya kecil sambil kembali memasukan ponsel nya dalam tas kecilnya. Setelah berkemas dan berlagak menyiram sebagaimana biasanya orang habis buang air kecil. Preety pun berlari kecil menuju pintu gerbang sekolah dimana telah dijanjikan oleh Rohit dalam isi SMS yang dibacanya di kamar mandi tadi. Sesampai di pintu gerbang sekolah, Preety pun berakting seperti menunggu jemputan yang tak kunjung datang sambil melihat kiri dan kanan. Satu per satu temennya lewat dan melintas di depan nya sambil mengucapkan “Bye Preety… C Ya ”. ‘Bye’ Balas nya sambil melepas senyum kecil kepada temennya yang langsung masuk dalam mobil jemputannya. Hampir sepuluh menit Preety menunggu Rohit yang akhir nya datang menemuinya dengan dengan menggunakan baju kaos dan celana panjang bewarna kehijauan yang diselipkannya dalam tas sekolahnya. Spontan saja Preety senang melihat cowok idamannya telah tiba. Sambil berjalan dan bergandengan tangan Preety dengan tanpa ragu-ragu membuka seragam dan topi berlogokan sekolah tempat mereka berdua belajar. Dengan agak sedikit susah seragam dan topi akhirnya masuk juga dalam tas kecil warna biru milik Preety. Melihat Preety sudah siap, Rohit menawarkan untuk menggunakan Auto (Bajaj) menuju tempat dimana mereka bisa berbagi rasa dan memadu mesra. Namun Preety menolak untuk pergi menggunakan Auto dikarenakan jarak untuk menuju taman Nehru Park tidak jauh letaknya dari sekolah mereka. Dan juga rasa sejuk dan dinginnya udara bisa dihilangkan dengan sedikit berjalan kecil dan mengeluarkan keringat. Pintu masuk ke taman Nehru Park ini terbagi dari semua arah dan selalu penuh dengan lalu lalang pasangan muda-mudi yang memadu cinta dan menikmati sore hari di taman yang terletak di tengah kota New Delhi ini. Bahkan pasangan muda-mudi bisa terlihat dengan jelas jika kita melintas melewati taman yang juga sangat dekat letaknya dengan Kedutaan Besar Republik Indonesia (KBRI- New Delhi). Pasangan Rohit dan Preety adalah salah satu dari ratusan pasangan yang menghabiskan waktu sore hari mereka dibawah rimbunnya pepohonan didalam taman Nehru Park, sambil menikmati tenggelamnya matahari untuk hari ini. Duduk berduan sambil berpegangan tangan dan belaian kasih sayang terus dilakukan berulang-ulang sampai waktu menunjukan batas waktu jam 19.00 sore hari dimana mereka harus keluar dari taman karena tidak di izinkan lagi oleh penjaga yang selalu tegas melaksanakan perintah dari peraturan. Nehru Park merupakan salah satu objek gratis bagi pasangan muda-mudi untuk nge-date atau selebihnya. Para remaja di New Delhi sebahagian dari mereka menghabiskan waktu berduaan di Bioskop atau Cinema Hall. Sambil menonton film india terbaru yang diperankan oleh artis-artis Bollywood masa kini. Suasana dalam bioskop yang remang dan gelap serta durasi film sampai 3 jam sangat mendukung aktifitas nge-date di dalam bioskop . Priya PVR adalah salah satu dari puluhan bioskop yang sangat ramai dikunjungi para remaja muda di New Delhi. Namun terlalu ramainya pengunjung bioskop dapat menganggu aktifitas nge-date para remaja ini, sebahagian dari mereka yang mempunyai isi kantong lebih akan memilih untuk duduk berduan di café-café yang memiliki tempat dan letak yang strategis untuk urusan pacaran. Cukup dengan bermodalkan secangkir hot coklat dan sepotong sweet cake untuk dihabiskan dalam waktu sekitar 2-3 jam. Coffee Day’s merupakan salah satu café yang sukses dalam melayani para pengunjungnya. Saat ini berbagai macam café tumbuh subur di New Delhi bagaikan tumbuhnya jamur dimusim hujan. Café dan bioskop kedua nya bisa menghabiskan isi kantong yang lumayan jika dilakukan dengan rutin, namun sangat berbeda dengan suasana yang terdapat di taman yang tidak membutuhkan modal apa pun. Walaupun dikerjakan dengan rutin selain safe dan terjaga pemerintah india juga telah memberi jaminan kepada masyarakatnya agar tidak menganggu pasangan yang berduan dimana pun selama tidak melanggar norma dan etika masyarakat setempat. Jaminan ini telah terbukti dengan terjadinya satu khasus di Hyderabad. Pemerintah setempat memberhentikan 2 polisi wanita karena telah menangkap dan menampar beberapa pasangan yang sedang memadu kasih di salah satu taman yang berada di kota Hyderabad- India. Taman di New Delhi selalu dijaga dan dilestarikan oleh pemerintah kota selain untuk mengurangi buruknya polusi udara di Ibukota juga dijadikan sebagai objek keindahan, bagi masyakat tidak dibenarkan untuk merusak taman yang berada di New Delhi, keseriusan pemerintah kota untuk melestarikan penghijauan sangat jelas terlihat bahkan pemerintah juga menempatkan petugas penjaga taman dan digaji layaknya pegawai pemerintah. The main feature of the town is Laut Tawar Lake. The scenery is loved and the lake can be used for water sport, such as ski. We can tour around the lake by motor boat or other water transportation. Turky cut off 500 houses from Aceh

Turky's Red Cross finally cut off the rebuilding contract with PT. Waskita Karya, one of the indonesian goverment companies which was banned from Aceh by BRR (Department of Reconstructure and Rehabiliton) the decision was taken after the PT. Waskita karya could not even build one house which was dealed. said the Director of PT Meidiatama Indokonsultan, Ir. Nazaruddin, one of the commitee of Deparment of Reconstruction and Rehabilition, last tuesday. And said that the reducing of the construction was did it by Vice President of Turky's Red Cross, Dr Nihat Kaya. when he visit Banda aceh last January 26 2006 he was upset to see that the two spot of the turkys reconstruction in Lampuuk, Aceh besar, and Desa Bitai, Banda Aceh, was unconstructed. The consultant of the turky contraction said that 'there is so many reason that PT. Waskita Karya could not build a house and could not serve the best for Turky Red Cross, one of that is. after dealing of contract with turky they forgot of their duty, Mr. Nazar quess that PT. Waskita Karya was uncare of the reconstructure of the building until they forgot to reach the deadline of the reconstructure. PT. Waskita Karya plann to build 1050 houses in the contract deal and PT waskita Karya co operated with local company PT almahdali from Lhokseumawe. the Almahdali was given 315 houses to construct which cost Rp. 82 million/houses from 1050 houses which was book from turky. but for the local company Pt waskita karya was given the contract which cost Rp. 68 million/haoses.

MENYOROT RUU TENTANG PEMERINTAHAN ACHEH VERSI PEMERINTAH RI YANG BERTENTANGAN DENGAN MOU HELSINKI 15 AGUSTUS 2005. Setelah membaca Rancangan Undang Undang Tentang Pemerintahan Acheh versi Pemerintah RI yang pada 27 Januari 2006 telah diserahkan ke DPR RI untuk secara bersama-sama dibahas oleh pemerintah RI dan DPR RI guna mendapatkan persetujuan dengan prioritas utama, ternyata isinya telah menyimpang dan keluar dari MoU Helsinki 15 Agustus 2005. Dibawah ini Ahmad Sudirman akan menyampaikan poin-poin yang ada dalam RUU Tentang Permerintahan Acheh versi pemerintah RI yang sangat bertentangan dan telah keluar dari MoU Helsinki. Ketika melihat nama RUU versi RI ini memang sesuai dengan MoU Helsinki. Dimana Pemerintah RI memberikan nama RUU dengan RUU Tentang Pemerintahan Acheh. Nah nama Pemerintahan Acheh adalah nama yang mengacu kepada Self-Government atau Pemerintahan sendiri di Acheh yang telah disepakati oleh pihak GAM dan pemerintah RI di Helsinki. Jadi disini pihak pemerintah RI secara jujur mengakui bahwa Pemerintahan Acheh memang tidak ada dalam UUD 1945 dan di semua UU yang ada di RI. Tetapi, ketika Ahmad Sudirman menggali lebih kedalam, ternyata pihak pemerintah RI memakai nama Pemerintahan Acheh untuk RUU-nya hanya sebagai bedak muka alias kedok saja, mengapa ? Karena, setelah Ahmad Sudirman meneliti lebih jauh, terbongkarlah bahwa pihak pemerintah RI hanya memakai nama Pemerintahan Acheh sebagai kedok untuk membelokkan dari arah jalur MoU Helsinki ke arah otonomi dengan memakai kompas yang tertuang dalam UUD 1945 Pasal 18B (1) pasca amandemen yang menyatakan bahwa "Negara mengakui dan menghormati satuan-satuan pemerintahan daerah yang bersifat khusus atau bersifat istimewa yang diatur dengan undang-undang." Dimana Pemerintah RI membelokkan MoU Helsinki kearah jalur hasil penafsiran sendiri yang dinyatakan dalam tafsiran mereka yang berbunyi: "Aceh adalah daerah provinsi yang merupakan kesatuan masyarakat hukum yang bersifat istimewa dan diberi kewenangan khusus untuk mengatur dan mengurus sendiri urusan pemerintahan dan kepentingan masyarakat setempat sesuai dengan peraturan perundangundangan dalam sistem dan prinsip Negara Kesatuan Republik Indonesia sebagaimana dimaksud dalam Pasal 18, Pasal 18A, dan Pasal 18B Undang-Undang Dasar Negara Republik Indonesia Tahun 1945." Nah disinilah, kelihatan dengan jelas dan nyata bahwa pemerintah RI telah mengkebiri dan merobek-robek isi MoU Helsinki, mengapa ? Karena, dalam MoU tidak disebutkan Acheh adalah daerah provinsi, melainkan yang disebutkan adalah perbatasan Acheh merujuk pada perbatasan 1 Juli 1956. Kalau pemerintah RI dalam penjelasan RUU-PA-nya menyodorkan alasan bahwa Acheh adalah daerah provinsi karena "sesuai dengan Undang Undang Nomor 24 Tahun 1956 tentang Pembentukan Propinsi Atjeh dan Perubahan Peraturan Pembentukan Propinsi Sumatera Utara dan Undang-Undang Nomor 18 Tahun 2001 tentang Otonomi Khusus Bagi Daerah Istimewa Aceh sebagai Provinsi Nanggroe Aceh Darussalam", maka alasan tersebut adalah alasan hukum yang sangat rapuh, mengapa ? Karena Undang Undang Nomor 24 Tahun 1956 tentang Pembentukan Propinsi Atjeh dan Perubahan Peraturan Pembentukan Propinsi Sumatera Utara belum ditetapkan dan belum diundangkan pada tanggal 1 juli 1956. UU tersebut baru ditetapkan pada 29 Nopember 1956 oleh Soekarno dan diundangkan pada tanggal 7 Desember 1956 oleh Menteri Kehakiman, Muljatno dan Menteri Dalam Negeri, Sunarjo. Jadi Undang Undang Nomor 24 Tahun 1956 tentang Pembentukan Propinsi Atjeh dan Perubahan Peraturan Pembentukan Propinsi Sumatera Utara tidak bisa dijadikan sebagai dasar hukum untuk dipakai mengklaim bahwa Acheh sebagai daerah propinsi. Karena pada tanggal 1 juli 1956, Acheh bukan daerah propinsi, melainkan daerah yang dimasukkan atau dianeksasi kedalam Propinsi Sumatera Utara pada tanggal 14 Agustus 1950 melalui cara penetapan sepihak Peraturan Pemerintah RIS Nomor 21 Tahun 1950 Tentang Pembentukan Daerah Propinsi oleh Presiden RIS Soekarno yang membagi RIS menjadi 10 daerah propinsi yaitu, 1.Jawa - Barat, 2.Jawa - Tengah, 3.Jawa - Timur, 4.Sumatera - Utara, 5.Sumatera - Tengah, 6.Sumatera - Selatan, 7.Kalimantan, 8.Sulawesi, 9.Maluku, 10.Sunda - Kecil apabila RIS telah dilebur menjadi NKRI pada tanggal 15 Agustus 1950. Juga melalui cara penetapan sepihak Peraturan Pemerintah Pengganti Undang-Undang No.5 tahun 1950 tentang pembentukan Propinsi Sumatera-Utara, yang termasuk didalamnya wilayah daerah Acheh yang melingkungi Kabupaten-Kabupaten 1. Acheh Besar, 2. Pidie, 3. Acheh-Utara, 4. Acheh-Timur, 5. Acheh-Tengah, 6. Acheh-Barat, 7. Acheh-Selatan dan Kota Besar Kutaraja. Nah, penjelasan yang disampaikan pemerintah RI dalam RUU-PA-nya yang menyangkut Acheh daerah propinsi pada tanggal 1 juli 1956 adalah salah besar dan telah menyimpang dari MoU Helsinki. Nah sekarang, kalau pihak pemerintah RI mau jujur dan komitmen dengan MoU Helsinki maka dalam memberikan penjelasan dalam BAB I KETENTUAN UMUM Pasal 1 tentang Pemerintahan Acheh itu adalah "Pemerintahan sendiri di Acheh selanjutnya disebut pemerintahan Acheh adalah Pemerintahan sendiri di wilayah Acheh berdasarkan perbatasan 1 Juli 1956 yang diwujudkan melalui suatu proses demokratis yang jujur dan adil." Begitu juga dalam masalah kawasan Acheh seharusnya pemerintah RI tetap mengacu kepada MoU Helsinki dengan menyatakan bahwa "Acheh mencakup seluruh wilayah yang merujuk kepada perbatasan tanggal 1 Juli 1956 ", bukan hanya cukup menyatakan bahwa "Aceh mempunyai batas-batas: a.sebelah Utara dengan Selat Malaka; b.sebelah Selatan dengan Provinsi Sumatera Utara; c.sebelah Timur dengan Selat Malaka, dan d.sebelah barat dengan Samudera Indonesia". Selanjutnya, karena pemerintah RI berusaha setengah mati untuk mencari lubang-lubang dalam MoU Helsinki agar bisa menerobos dengan memakai jalur kompas UUD 1945 Pasal 18B (1), maka kelihatan sekali adanya penafsiran yang sangat bertentangan satu sama lain. Misalnya disatu pihak pemerintahan RI mengakui bahwa nama Pemerintahan Acheh tidak ada dalam UUD 1945 dan dalam semua UU RI yang ada, sehingga yang dipakai nama Pemerintahan Acheh sebagaimana yang telah disepakati dalam MoU Helsinki, tetapi dilain pihak pemerintah RI menghantam dan menghancurkan MoU Helsinki melalui jalur pemakaian kompas UUD 1945 Pasal 18B (1). Nah sekarang kita terus teliti lebih dalam lagi, dimana dalam MoU Helsinki telah disepakati bahwa di Acheh akan dibangun dan dijalankan Self-Government atau Pemerintahan Sendiri di Acheh atau untuk selanjutnya disebut Pemerintahan Acheh yang tidak mengacu kepada UUD 1945 dan UU RI lainnya, karena Self-Government atau Pemerintahan Acheh tidak ada diatur dan tidak ada dasar hukumnya dalam UUD 1945 dan dalam semua UU RI yang ada sekarang ini. Jadi karena alasan dasar hukum inilah mengapa dalam MoU Helsinki tidak dimasukkan UUD 1945 dan UU RI lainnya sebagai acuan hukum untuk dibentuk dan dijalankannya Self-Government atau Pemerintahan Acheh. Kemudian kalau dalam MoU Helsinki dinyatakan bahwa "Para pihak bertekad untuk menciptakan kondisi sehingga pemerintahan rakyat Aceh dapat diwujudkan melalui suatu proses yang demokratis dan adil dalam negara kesatuan dan konstitusi Republik Indonesia" dan direferensikan kepada Self-Government atau Pemerintahan Acheh sebagaimana yang telah disepakati oleh GAM dan pemerintah RI, maka itu sudah jelas dan nyata bahwa UUD 1945 dan UU RI lainnya yang ada di RI bukan acuan bagi Pemerintahan Acheh, mengapa ? Karena memang Self-Government atau Pemerintahan Acheh yang disepakati dalam MoU Helsinki tidak mengacu dan tidak ada referensi hukumnya dalam UUD 1945 dan UU RI lainnya. Jadi, ketika pemerintah RI dalam RUU-PA-nya menuliskan "Aceh adalah daerah provinsi yang merupakan kesatuan masyarakat hukum yang bersifat istimewa dan diberi kewenangan khusus untuk mengatur dan mengurus sendiri urusan pemerintahan dan kepentingan masyarakat setempat sesuai dengan peraturan perundangundangan dalam sistem dan prinsip Negara Kesatuan Republik Indonesia sebagaimana dimaksud dalam Pasal 18, Pasal 18A, dan Pasal 18B Undang-Undang Dasar Negara Republik Indonesia Tahun 1945" adalah merupakan hasil penafsiran sendiri pemerintah RI yang tidak mengacu kepada MoU Helsinki, melainkan sudah keluar dari jalur MoU Helsinki. Inilah salah satu penghancuran isi kesepakatan MoU Helsinki yang dilakukan oleh pihak pemerintah RI melalui jalur RUU-PA-nya. Nah sekarang, berdasarkan alasan-alasan hukum diatas, kalau pemerintah RI komitmen dengan MoU Helsinki, maka Pemerintahan Acheh itu adalah Pemerintahan sendiri di wilayah Acheh berdasarkan perbatasan 1 Juli 1956 yang diwujudkan melalui suatu proses demokratis yang jujur dan adil yang bukan berbentuk propinsi dengan kewenangan penuh, kecuali dalam urusan hubungan luar negeri, pertahanan luar, keamanan nasional, hal ikhwal moneter dan fiskal, kekuasaan kehakiman dan kebebasan beragama. Jadi, sebenarnya hubungan antara Pemerintahan Acheh dengan Pemerintah RI adalah hubungan antara dua pemerintahan yang diatur berdasarkan dasar hukum UU Tentang Pemerintahan Acheh yang mengacu kepada MoU Helsinki, dimana dalam urusan hubungan luar negeri, pertahanan luar, keamanan nasional, hal ikhwal moneter dan fiskal, kekuasaan kehakiman dan kebebasan beragama masih dipegang oleh pihak pemerintah RI. Kemudian pelanggaran MoU Helsinki yang paling menyolok yang dilakukan pemerintah RI dalam RUU-PA-nya adalah tidak memasukkan klausul yang telah disepakati oleh GAM dan pemerintah RI, yaitu yang tertulis dalam klausul MoU Helsinki yang berbunyi bahwa "rakyat Aceh akan memiliki hak menentukan calon-calon untuk posisi semua pejabat yang dipilih untuk mengikuti pemilihan di Aceh pada bulan April 2006 dan selanjutnya", artinya disini rakyat Acheh memiliki hak mengajukan calon independen untuk Kepala Pemerintahan Acheh. Ternyata dalam RUU-PA model pemerintah RI ini dihilangkan itu klausul tentang hak rakyat Acheh mengajukan calon independen untuk Kepala Pemerintahan Acheh. Tidak ada dasar hukum yang dipakai pemerintah RI untuk dipakai sebagai alasan penghilangan klausul MoU Helsinki "rakyat Aceh akan memiliki hak menentukan calon-calon untuk posisi semua pejabat yang dipilih untuk mengikuti pemilihan di Aceh pada bulan April 2006 dan selanjutnya" Karena kalau hanya memakai alasan bahwa pengajuan calon independen langsung oleh rakyat untuk pencalonan Kepala Pemerintahan Acheh tidak ada dalam UU yang ada sekarang, maka jelas itu alasan yang sangat dangkal dan rapuh, mengapa ? Karena sudah jelas dan nyata bahwa dalam MoU tidak ada disepakati bahwa MoU mengacu kepada UUD 1945 dan UU RI yang ada, melainkan justru sebaliknya yaitu UU Tentang Pemerintahan Acheh harus mengacu kepada MoU Helsinki. Terakhir, jadi dari apa yang telah disepakati dalam MoU Helsinki, maka RUU Tentang Pemerintahan Acheh harus mengacu kepada MoU Helsinki bukan kepada yang lainnya. Kalau pihak pemerintah RI membuat suatu tafsiran dalam RUU-PA-nya yang isinya menyimpang dari MoU dan tidak memasukkan seluruh klausul-klausul yang tertuang dalam MoU Helsinki, maka itu sudah merupakan pelanggaran terhadap MoU Helsinki. Tentu saja pelanggaran MoU Helsinki akan membawa konsekuensi yang berat dan harga yang mahal bagi pihak pemerintah RI dan DPR RI. On 29th of November, AI Malaysia organized “Aceh night” to bring people together to enjoy Acehenese songs, food and coffee as well as to find out about the human rights situation in Aceh . A short video on Aceh was screened. AI HK organized a talk on women's human rights in Aceh in the aftermath of the Tsunami on 10th March 2005. Suraiya Kamaruzzaman, women's rights activist from Aceh was the speaker. She showed the audience some pictures of Aceh after the tsunami. Various women discriminations incidents were also highlighted. Suraiya also pointed out the importance for women to participate in the decision making process for the reconstruction projects that are going on at the moment. She hope through cooperation with other international NGOs, local NGOs in Aceh can create a bigger voice for such demand. The input and involvement of local NGOs in the reconstruction of Aceh is a prerequisite for accountability, social cohesion and stability. It is essential that the work of local organizations – both before and after the tsunami – is fully recognized. Their wealth of local knowledge must be used, so that reconstruction can take place in an appropriate and sustainable manner. Acehnese NGOs have been organizing for years and are continuing to do so. They are the ones likely to be responsible for humanitarian and human rights protection in the future. Last three days back, two indonesian working in indonesian commerce ministry came to new delhi. and along them are businessmen. i am just listening what they talk about, more topic they talk the more think in my head. most recent news they chat to each other. the businessman came to new delhi accompanied by his wife. on the road to agra i was with them. there is nothing what i can do in the car except hearing what this people talk about. i am not even introduce my self to this people. they even think iam indian and just co-driver of the embassy driver to travel along with them..what da hell... In the mid-road we have a breakfast coz we leave delhi about 6am early morning. iam not feeling hungry but iam fine to have a breakfast. hey what ur name ...came please have a breakfast...shout them to me ..i said ..iam coming just moment... they just leave me away to toilet. iam sitting right to the bussinessman wife's ..what ur name look so quite what's up...? no..last nite iam not sleeping well ..why..ask one of them.. coz is damn freezing dont u feel that.. i replied... no it just not so cold .... damn what this people think about this got damn cold shouting in my mind.. how came, it really cold and every body feeling cold.. yah of course you not feeling cold coz u sleep in warm hotel and confort ones..like me iam sleeping right to the pole of ice.. where do u stay.. i know this people does'nt know where iam stay in india..just close to ur hotel (Ashok Hotel). it just 20 minute to ur hotel...answer me. we leave the restaurant after paid Rs. 1050. for only egg boiled and half sweet roasted bread. damn what the price of the egg here.... Tourism, Oil, and Islam in Aceh

What purpose does tourism serve? It generates revenue, economic development. It provides jobs and income. The Acehnese don’t see the point. If they were independent, Aceh’s oil reserves would make it a wealthy nation of a few million people. As it is, the ethnic Acehnese see both tourism and oil as providing jobs mostly for Javanese who migrate to the region to work. The revenue, as they see it, is taken and spent by Jakarta in more impoverished (and less Islamic) portions of the country while their own needs remain neglected. For over ten centuries the Acehnese have had the region’s strongest ties with the Arab world. The Acehnese are far more influenced by Arab thought than any of the Malay peoples that surround them. The radical Wahhabi view of Islam held by many of the Bedouins of Saudi Arabia is the Islam of Aceh.

Their neighbors hold more liberal views. Tourism is also problematic in other ways to the Acehnese. Acehnese women do actually swim at the beach, but they do so fully clothed. The idea of foreign women lounging around half clothed on a beach in Aceh (where Islamic laws about modesty apply) is culturally and religiously offensive. And the people of Aceh do not see tourism as a possible economic boon. Who needs it? If they simply got rid of their Javanese colonizers they would need tourism revenue only slightly more desperately than Bahrain or Brunei. And as long as Jakarta’s people run the province, tourism dollars get spent elsewhere. Don’t misunderstand. The Acehnese are among the friendliest, most cordial people in Asia. They are more than welcoming toward outsiders who don’t violate their cultural norms. But Aceh is not like the rest of Indonesia. Pulau Weh will never be Phuket. And Aceh is unlikely to ever become the tourist playground that is Thailand, or even Bali. That possibility is gladly sacrificed by the Acehnese on the alter of their own history and heritage. It will be interesting to see how the international relief effort and the response of the government to this disaster changes life in Aceh – if at all…

you don’t already live in Indonesia or Malaysia, you’ve probably only heard of Aceh before now if you have some idiosyncratic interest in the region. There are reasons for that. And the primary one is that Aceh’s last hundred years of history have been consumed with the struggle for independence. Aceh is the current home of one of the longest running civil wars on the planet. The Dutch, who colonized most of the rest of Indonesia, moved into Aceh in 1873. It took 41 years before the proud Sultanate of Aceh could finally be considered completely subjugated in 1914. Estimates of the number of Acehnese who died in the conflict range to about 100,000 - with another full million Acehnese men being wounded fighting against the Dutch. By 1942 the Acehnese were bargaining with the invading Japanese for independence from Dutch Indonesia. In 1950 the Dutch ceded sovereignty over Indonesia to the Jakarta government and the Republic of Indonesia was born; the response in Aceh was that sovereignty over Aceh did not belong to the Dutch for them to cede. Indonesia became a secular republic populated with Muslims, much like Turkey. Those Indonesians who wanted to see the country become an Islamic republic rebelled in the 1950’s; the war was called the Darul Islam, or “House of Islam” rebellion. Aceh was part of it. The rebellion failed. Between 1959 and 1976 the Jakarta government tried to make concessions to Aceh. It is a special administrative district, the only place in Indonesia where Islamic law applies. But Aceh, with its rich natural resources, oil reserves, and history was never pacified. In 1976 Aceh Merdeka, or "Free Aceh," was founded as an armed resistance group and Islamist forces (under that and other names) and the government have been shooting at each other ever since. They try to avoid hitting tourists, and the fact that not many come makes that task easier. Whether you want to reckon the war as being in its 28th year or having lasted 131 years now is really academic: the Acehenese see themselves as having been fighting to regain their independence now for portions of three centuries. It is not always clear which side is winning. That is only the recent history of the region. If you think of Sumatra as a mosquito infested backwater peopled by functional illiterates who till the land behind their water buffalo, consider this: for 640 years the royal family of one of Asia’s greatest empires, Sri Vijaya, was based in Sumatra, in Palembang. The Chinese Buddhist pilgrim I-Ching arrived in the city in 671 AD and found 35 ships from Persia in the harbor. And I-Ching stayed to study Buddhism there with that city’s thousand or so Buddhist monks in part because Sumatra was one of the few centers of learning when the Sanskrit and Pali of the ancient manuscripts could be translated into I-Ching’s Chinese. Those translations became the basis of Buddhism in China. Aceh itself was the doorway through which Islam entered the region less than 100 years after the death of Muhammad. The Islamic Kingdom of Perlak was established in modern Aceh in 804 AD. And Arab merchants set up the first Sultanate of Aceh in about 1000 AD. Marco Polo visited the Sultanate in 1292 and was suitably impressed. At its high point in the 17th Century the Sultanate of Aceh controlled most of Sumatra. And it is from the old Islamic kingdom called Samudra, once located in modern Aceh, that the island of Sumatra gets its name.

JAKARTA (Reuters) - An Indonesian chicken seller in Jakarta is in hospital after being infected with the H5N1 bird flu virus according to local test results, a senior Health Ministry official said on Wednesday. Hariadi Wibisono, director of control of animal-borne diseases at the ministry, said the 22-year-old man was being treated in a Jakarta hospital designated for bird flu patients. "Local tests show he was positive for bird flu. He is a chicken vendor in a traditional market," Wibisono said, adding blood samples had been sent to a Hong Kong laboratory recognised by the World Health Organisation for confirmation. Indonesia has had 14 confirmed deaths from bird flu and five cases where patients have survived. Bird flu has killed at least 82 people in six countries since late 2003. The H5N1 virus is not known to pass easily between humans at the moment, but experts fear it could develop that ability and set off a global pandemic that might kill millions of people. Indonesia's confirmed cases include two children from the same family in West Java province who died this month. They were Indonesia's fifth cluster of cases, where people living in close proximity have fallen ill. Two other members of the same family, a 14-year-old sister and the 43-year-old father, were hospitalised with respiratory symptoms and samples from their cases have been tested locally, with the results negative for bird flu, Wibisono said. There has been no evidence of human-to-human transmission in the deaths of the two children and officials have said dead chickens were found in their neighbourhood. Jakarta is also awaiting confirmation from local tests that showed a 39-year-old man died of bird flu earlier this month. The highly pathogenic strain of bird flu is endemic in poultry in parts of Asia, and has affected birds in two-thirds of the provinces in Indonesia, an archipelago of 17,000 islands and 220 million people. Photo: UNV Indonesia Banda Aceh, Indonesia: It was the children who were most affected by the tsunami, according to Dr. Yunita, a physician from Jakarta who served as a UN Volunteer for two months in Banda Aceh, working at the Bina Mandiri Crisis Centre, a volunteer-run trauma counselling and medical clinic set up in a district of the city that was nearly levelled by the tidal wave's massive force. “We spent much of our time caring for the little children, giving them vitamins and trying to increase their weight. Many parents were so happy to have doctors there and to get medicine for their sons and daughters,” she added. The crisis centre was the result of a partnership between UN Volunteers and Yayasan Bina Mandiri (YBM), a Jakarta-based NGO. With financial support from UNV headquarters in Germany and volunteers from the NGO, the centre opened in mid-January in two separate neighbouring clinics, one for men and the other for women. “Arriving in Banda Aceh was like seeing a war movie,” says Vera Yip, a spokesperson for the NGO. “The tsunami's impact was so bad; it was very upsetting. While we were preparing the houses for the crisis centre, we would often come across bodies of those who died.” Once the makeshift clinics were cleaned and equipped with basic supplies, three Indonesian UN Volunteers, recruited specifically to set up the clinic, worked with YBM volunteers to provide an array of assistance that ranged from administering medicine and nutritional supplements to counselling and educating children. As word spread that the centre was providing free care, Vera says, more and more people turned up at the site looking for help. “We started recruiting the villagers, those affected, to help run the centre. They fed children, kept people in orderly lines and even helped track who was coming and going,” she says. Ultimately, Vera says, the support provided by UN Volunteers enabled NGO volunteers to focus on delivering aid and not on the administration of the centre or seeking additional support. “With our volunteers and funds and technical support from UNV, we were able to set up a platform to reach the community and many victims who were not receiving any kind of help,” she says. “As we did not have experience in responding to this kind of a disaster before, the UN Volunteers gave us so much help—they worked day and night to keep everything running.” Beyond healthcare, much emphasis was placed on keeping children in shape, both physically and mentally. UN Volunteer Intan Jingga, who helped YBM manage the clinic, says volunteers were organized to play games, read and teach basic lessons to the children, many of whom were orphaned by the tsunami. “We took a very holistic approach to the centre, realizing that children would be probably hardest hit,” she says. “That meant not only giving them food, but also keeping their minds off what was going on around them.” During the initial two-month start-up phase of the clinic, Intan estimates, more than 600 people were counselled, 4,500 received medical care, and 4,000 children were given nutritional supplements. YBM has now extended the mobile centre to Nias, a small island west of Sumatra that was also hit by a second disaster, an earthquake of March 2005. Here, YBM established five free kindergartens headed by a team of dedicated volunteers and a group of local people. The volunteers also distributed bio-sand water filters to provide clean and safe drinking water to 1,000 households and recently started a well drilling project to ensure a reliable source of water. Back in Banda Aceh, the crisis centre has moved into a permanent building and volunteers are now constructing public washroom facilities in three districts. Jin Ha Park, the UNV Programme Officer in Indonesia at the time of the tsunami disaster, says the collaboration between UNV and YBM demonstrates the power of partnerships. She says, “YBM didn’t have the funds and technical support to carry out a relief effort, while at UNV, we didn’t have the extensive network of local volunteers to provide the necessary physical support. Together, we complemented each other to provide help to the tsunami victims, many of whom were not receiving aid from the big donors and international organizations.” Vera at YBM says the clinic initiative continues to be a success as the organization and its volunteers have fully taken over the operation, relying on donors, such as several Singapore NGOs and the French Embassy, only to provide the funds needed to keep its activities running. “Before the tsunami, we were only working with volunteers in the slum communities of Jakarta,” she says. “UNV gave us the support to get involved outside of our normal operations and respond to a crisis that was hurting everyone, the entire nation,” Vera adds. “We were able to mobilize volunteers like never before. Britain, and the Netherlands for control of Acheh dominated its history during the remainder of the 17th century. In 1819 the British government acquired exclusive trading privileges with the sultanate, but a subsequent Anglo-Dutch agreement (1824) made the sultanate virtually a protectorate of the Netherlands. A Chinese resistance to Dutch control culminated in a long and bitter conflict (1873-1908), which recurred at intervals until the establishment after World War II of the Republic of Indonesia. During this period the Dutch succeeded in subjugating only the coastal areas. Islam likely first entered the Indonesian archipelago through Aceh sometime around the 12th century. In the sixteenth and seventeenth centuries, the port of Aceh became entangled, along with the rest of what now comprises Indonesia, in the European colonial powers' competition for worldwide political and economic dominance. The British and Dutch were in competition for spices produced in Eastern Indonesia, for which Aceh was an international trading center. In an attempt to undermine Aceh's hold on the international spice trade, the British and Dutch carried their business (and rivalry) to West Java. After many parliamentary debates on the wisdom of attacking a sovereign state, in 1873 the Netherlands issued a formal declaration of war and invaded Aceh. One of their primary rationalizations for this aggression was to counter what they perceived as Acehnese piracy, especially attacks on trading ships. The Acehnese resisted occupation and fought a war of resistance which lasted intermittently from 1873 to 1942. The conflict was the longest the Dutch ever fought, costing them more than 10,000 lives. In March 1942 Japan conquered the colonial forces in the Dutch East Indies. In August 1945, just days after the Japanese surrendered to the Allies, the Republic of Indonesia proclaimed its independence. Soon, however, both the British and Dutch were back in the region, though the Dutch did not return to Aceh. Under the Linggarjati Agreement, mediated by Great Britain and signed by Indonesia and the Netherlands in March 1947, the Dutch recognized Indonesian sovereignty over the islands of Java, Sumatra, and Madura. Many Indonesians viewed the deal as a violation of Indonesia's independence proclamation of August 1945, which implied sovereignty over the whole territory of the Republic. The agreement sparked guerrilla fighting and led to another four years of violence and territorial disputes between the Netherlands and Indonesia. Many Acehnese see the 1949 Round Table Conference Agreements as the first serious betrayal of their homeland. Brokered through the United Nations, the agreements provided for a transfer of sovereignty between the territory of the Dutch East Indies and a fully independent Indonesia. On December 27, 1949, the Dutch East Indies ceased to exist and became the sovereign Federal Republic of Indonesia, which in turn became the Republic of Indonesia when it joined the United Nations in 1950. The Kingdom of Aceh was included in the agreements despite not having been formally incorporated into the Dutch colonial possession. The Indonesian government then used armed troops to annex Aceh. Although Indonesia has the largest Muslim population of any country, it is not an Islamic state. Most Acehnese have a less secular vision of Islam than Indonesians elsewhere in the archipelago, but compared to Iran, Afghanistan, and other more fundamentalist countries, Acehnese Islam tends to be relatively respectful of the rights of women. Its focus on community also stresses the importance of social and economic justice to an extent that runs contrary to Indonesian military hegemony. The precursor to Aceh's independence movement began in the 1950s when the Darul Islam ("House of Islam") rebels on the major Indonesian island of Java tried to establish an Islamic state. The Acehnese lent support to this rebellion, which took years to crush. In 1959, Jakarta gave Aceh "special territory" status, which ostensibly conferred autonomy in religious, educational, and cultural matters. In practice this policy ignored the two major complaints of the region's indigenous population: Javanese and foreign control of natural resources and a repressive military presence. Resentment over those cruel realities contributed to the 1976 creation of the armed resistance group Gerekan Aceh Merdeka (GAM-Free Aceh Movement), which the TNI refers to as Gerombolan Pengacau Keamananan (GPK), or "gang of security disturbers." In the late 1970s, Indonesian authorities conducted mass arrests of Aceh Merdeka members and killed many of its leaders. The movement's leader, Hasan di Tiro, fled to Sweden in 1979 and created a government in exile. After GAM re-emerged with broad popular support in the late 1980s, Jakarta officially declared the province a Military Operational Area (Daerah Operasi Militer, or DOM) and launched a counter-insurgency campaign code-named Red Net. The regional commander at the time spelled out his military's basic policies by saying, "I have told the community, if you find a terrorist, kill him. There's no need to investigate him ... if they don't do as you order them, shoot them on the spot, or butcher them." Amnesty International reported that between 1989 and 1992 about 2,000 people were killed by military operations in Aceh. After international capitalism's "Asian financial crisis" and Suharto's downfall, Acehnese had high hopes for a new era of demilitarization and true democracy. Unfortunately the military proved unwilling to do much beyond make cosmetic changes: announcing an end to DOM status for Aceh on August 7, 1998, then Armed Forces Chief Wiranto said "although human rights violations took place, the soldiers were only doing their job of annihilating the armed security disturbers," and General Feisal Tanjung told reporters that accusations of TNI abuses were merely folk-tales. Since Suharto's rise to power in the 1960s Aceh has been one of the archipelago's most profitable areas for international investment. The province includes most of Indonesia's liquid natural gas; Mobil Oil Indonesia heads the country's largest liquefied natural gas production project in Arun, North Aceh. In its report "A Reign of Terror, Human Rights Violations in Aceh 1998-2000," the U.K.-based Indonesia Human Rights Campaign TAPOL notes that "the extent to which DOM in Aceh provided government officials and military personnel with limitless opportunities to profit financially from this economically fertile region cannot be underestimated." Such vested interests will not be easily swayed by the soothing rhetoric of Indonesian President Abdurrahman Wahid, who has repeatedly promised more than he can deliver to the Acehnese people. Dalam pemulihan ekonomi pasca konflik banyak hal yang harus dilakukan oleh pihak yang bersangkutan antaranya mencari solusi terbaik demi pemulihan ekonomi daerah untuk dapat dirasakan oleh setiap masyarakat, untuk pemulihan kembali ekonomi daerah terkadang pemerintah daerah salah mengambil cara yang tepat, kebanyakan dari pemerintahan sekarang yang mengambil kebijakan ekonomi sangat diwarnai keinginan mendapatkan hasil dengan cepat atau disebut dengan quick yield, dan mengejar keuntungan secara cepat dan mudah sekalipun itu dapat merugikan perkembangan perekonomian itu sendiri dalam jangka panjang. Mungkin pemerintah daerah mengalakan pemulihan ekonomi dengan cara menumbuhkan struktur (structure growth) ekonomi terlebih dahulu selanjutnya memeratakan hasilnya (profit average) ke setiap daerah sehingga dapat dirasakan oleh setiap masyarakat. Methode ekonomi seperti ini banyak di anut oleh para ekonom yang percaya pada mekanisme pasar untuk memperbesar modal pertumbuhan ekonomi, namun methode ini dapat merugikan perekonomian daerah dalam jangka panjang, dan juga hasil (profit) daripada methode tersebut hanya dapat dirasakan oleh para pengusaha kelas atas, tidak sampai merata kepada rakyat kecil di daerah. Dan methode diatas secara tidak langsung para ahli ekonomi telah mempunyai dua tugas, yaitu menumbuhkan ekonomi dan memeratakannya ke setiap daerah. Namun apabila pemerintah daerah mengambil methode yang kedua yaitu memeratakan ekonomi daerah secara menyeluruh sampai kepelosok daerah secara otomatis pertumbuhan ekonomi akan timbul dengan sendirinya, dan dalam hal ini mereka hanya mempunyai satu tugas yang dijalankan. Pemerataan ekonomi di daerah bisa dilaksanakan dalam bentuk perluasan lapangan kerja,penarikan pegawai, dan membuka lahan kerja yang baru, dengan beberapa contoh tersebut secara tidak langsung pertumbuhan ekonomi tumbuh di daerah bisa lebih cepat. Seperti penarikan pegawai sipil di setiap daerah sangat membantu pemulihan ekonomi di Aceh. Di negara negara yang maju dangan tingkat pemerataan ekonomi baik dan mempunyai pertumbuhan ekonomi yang tinggi, mereka mengartikan pemerataan ekonomi dengan mengunggulkan sumber daya manusia dan mengadopsi teknologi canggih untuk meningkatkan produksi, jadi, unsur dasar pertumbuhan dan pemerataan ekonomi di negara yang maju dengan cara menggunakan kemampuan SDM, teknologi, dan partisipasi masyarakat dalam pembangunan, dan tidak mengandalkan sesuatu dari yang bersifat pemberian alam atau taken from granted. Tapi usaha bangsa dan usaha masyarakat dan bukan usaha dari keunggulan komperatif. Namun di daerah yang kita cintai ini, SDM masih tergolong sangat rendah produktifitasnya, sehingga pertumbuhan dibidang teknologi dan pemamfaatan SDA masih banyak yang belum ditangani oleh kita, jika meninjau SDA yang berada di aceh banyak hal yang bisa dimamfaatkan oleh rakyat aceh dan dijadikan bahan untuk berbisnis, gas alam,minyak,kayu,batu bara dan masih banyak lainnnya yg bisa dijadikan dalam nilai rupiah. Memeratakan ekonomi ke setiap daerah adalah hal yang pantas dilaksanak untuk tahap pertama pemulihan ekonomi di Aceh, dan apabila methode ini dijalankan pemerintah daerah, maka tidak perlu lagi memakai militerisme untuk memulihkan perekonomian di Aceh, cukup dengan menurunkan beberapa para ahli ekonom Aceh dan menerapkan sistem kerja yang baik. Devisa daerah yang income nya bisa kita katakan hanya dari beberapa instansi pemerintah dan swasta yang berada di Aceh, selama ini bisa membiayai roda perekonomian daerah, apalagi ditambah dengan produktifitas proyek baru dan membuka hubungan dagang dengan negara tetangga secara tidak sadar perekonomian aceh akan membaik. Pada situasi saat ini Aceh menjadi sorotan utama di indonesia sebagai daerah yang paling dipedulikan dalam segala aspek, disaat seperti ini ada baiknya jika pemerintah daerah menggunakan waktu secepat munkin untuk memompa pemulihan ekonomi di aceh dengan mengandalkan modal dari pemerintah pusat dan digunakan untuk pemulihan ekonomi dan bukan digunakan untuk dana comperative study seperti apa yang sedang dilaksanakan. Penanganan ekonomi daerah tidak harus tertumpu pada tangan pemerintah, karena pada saat tertentu pertumbuhan ekonomi hanya berada pada tangan masyarakat dan terkadang menjadi status qou di tangan masyarakat, jadi pemerintah daerah tidak harus memegang saham produksi daerah karena hal tersebut mutlak berada ditangan masyarakat dan merakalah yang mengaturnya. Saat ini produksi yang berasal dari aceh masih kalah bersaing dengan produksi daerah lain baik sandang,pangan dan lainnya, sehingga banyak dari kita yang masih memakai hasil produksi dari daerah lain yang mana hal tersebut bisa membuat jatuhnya harga produk daerah kita sendiri, sedikitnya pemakaian produk dalam daerah bisa membuat jatuhnya harga barang dalam daerah dan juga membuat pembayaran pajak daerah berkurang sehingga pertumbuhan ekonomi daerah berjalan lamban. Perekonomian daerah Aceh masih bertumpu ke daerah Sumatra Utara (medan) sebagai daerah pusat perekonomian di pulau Sumatra, sehingga daerah SUMUT menjadi suplayer bagi perekonomian di Aceh dan juga daerah lain di pulau Sumatra dan ini bisa membuat income daerah berkurang pendapatannya, karena roda pasar ekonomi tidak berada di daerah kita sendiri dan kita hanya menjadi konsumer bagi pasar di daerah lain. Dengan istilah lain kita menjadi pembeli dan bukan penjual, dan juga dalam ilmu teory pasar disebutkan bahwa” setiap pengeluaran (beli) dihitung kerugian dan setiap pemasukan (jual) dihitung keuntungan”. Memang satu sisi ada baik nya bila pemerintah daerah memonopoli ekonomi daerah untuk sementara waktu, karena untuk memeratakan sisi ekonomi daerah, perlu pemegang saham tunggal untuk menumbuhkan pasar di daerah, untuk memonopoli ekonomi tidak harus butuh waktu yang lama, sebagaimana pernah terjadi di Pakistan yang dilakukan oleh para petinggi militer bersama dengan Presiden Musarraf, meraka hanya memerlukan waktu dua tahun untuk memonopoli ekonomi negaranya dan hasilnya pasar ekonomi negara kembali berjalan lancar pasca kudetanya. Namun memonopoli ekonomi daerah sangat berefek buruk bagi rakyat kecil, tapi hanya itu saja cara yang cepat untuk mendapatkan modal demi lancarnya pemerataan ekonomi sampai ke sisi yang paling kecil di masyarakat, yang terpenting dari itu semua adalah kembalinya merata ekonomi dan tumbuh dalam tubuh masyarakat, karena bila pertumbuhan ekonomi terlalu lamban dalam masyarakat hal tersebut bisa mendiskorsi roda perekonomian daerah sehingga kita tidak pernah maju dan mengecap teknologi canggih, ketergantungan ekonomi pasar hanya berada pada tangan masyarakat dan pengaturan dari pemerintah daerah. Aceh yang selama ini telah menjadi daerah otonom mempunyai hak yang mutlak untuk mengatur tata perekonomian dan perpajakan daerah dengan hal itu munkin lebih mempermudah pemerintah daerah untuk melaksanakan pemulihan ekonomi di aceh dengan memeratakan pertumbuhan ekonomi di setiap pelosok daerah yang kita cintai ini.

Harga Minyak + China = Perekonomian Global

Dunia sedang diresahkan oleh harga minyak yang mulai melonjak tinggi, bahkan dalam pertemuan di Washington lalu, Para pakar ekonomi banyak membahas masalah tersebut, Pertemuan yang dihadiri oleh pihak IMF dan Pemimpin Bank Dunia sangat prihatin dengan harga minyak yang mulai melonjak dikarenakan perekonomian global bisa dengan mudah roboh disebabkan tingginya harga minyak. Minyak memang sangat mempengaruhi perekonomian global apalagi dengan harga yang tinggi bisa dengan mudah merubuhkan paramida ekonomi, dalam minggu ini saja tercatat minyak masih berada pada harga $.50 Dollar per barelnya. Dan harga sedemikian bener-bener terlalu tinggi bahkan 70% lebih tinggi dari pada dua tahun yang lalu. Kejadian serupa juga pernah terjadi pada tahun 1974 dimana harga minyak melonjak tinggi menjadi 185% dari harga sebelumnya, dan harga tersebut bertahan selam 4 tahun, baru ditahun 1978-79 harga turun menjadi 158%. Lembaga IMF sebelumnya juga telah mengadakan seminar untuk membahas masalah pasar minyak dunia dan perkembangannya, sebagai rasa peduli terhadap resiko tingginya harga minyak. Selain itu Biro Sensus Amerika juga mempunyai data lengkap tentang deficit Negaranya. Laporan mereka munkin tidak menjadi sebuah kejutan, salah satu dari hasil laporan bahwa perekonomian di Eropa saat ini sedikit anjlok dan yang menjadi penghalang utama adalah harga minyak. Tinggi nya status pengangguran di Eropa mencapai 8.9% sedangkan di German, Prancis dan Spanyol melebihi dua kali lipat dari pada angka yang terjadi di Eropa, Pabrik-pabrik lokal terpaksa tutup inilah berita terakhir perekonomian global saat ini, IMF dan juga perkiraan lembaga ekonomi lainnya, dengan bertambah tingginya harga minyak benar-benar telah menyayat beberapa bagian negara Eropa, dangan pertumbuhan GDP nya hanya 1.6%. Perekonomian Jepang juga tersendat di tengah jalan dimulai dari tahun 2004 lalu, walaupun sudah banyak usaha dilakukan untuk kembali stabil namun jika harga minyak masih tetap tinggi, harapan mereka untuk mengembalikan perekonomian yang stabil adalah usaha yang nihil. Malaysia yang mana saat ini sedang disibukan pengusiran imigran gelap di negeri juga bernasib sama seperti jepang. Di Amerika sendiri sebagai negara nomor satu pemegang stabilitas ekonomi juga terjadi hal yang ganjil dan sangat mengkawatirkan para ahli ekonomi Negeri Paman Sam ini, dangan adanya tanda-tanda keterlambatan pertumbuhan ekonomi dengan pertumbuhan kerja tidak mencapai 100.000, laporan pada bulan maret saja telah menunjukan lebih kecil dari yang mereka harapkan, hasil penjualan dalam negeri hanya mencapai 0.3% (bulan ke bulan) tetapi dalam bulan Maret ini hanya setengah dari apa yang mereka perkirakan, semua itu disebabkan karena tingginya harga minyak yang telah merusak segala usaha yang telah mereka rencanakan sebelumnya, namun perekonomian mereka masih tetap stabil bahkan meningkat dari hari ke hari, dikarenakan meningkatnya permintaan minyak yang membuat harga minyak tersebut menjadi naik, dan banyak nya permintaan menandakan perekonomian di suatu bangsa tersebut juga sedang meningkat, harga minyak sangat bergantung kepada supply dan demand dari publik. Bahkan Saudi Arabia sebagai penyedia minyak terbesar berkeinginan untuk meningkatkan produksi, dari 9.5 juta barel per hari nya akan ditingkatkan menjadi 15 juta barel per harinya. Pihak IMF berpendapat bahwa pertumbuhan ekonomi global dalam tahun 2005 hanya berkisar 0.8% sedikit menurun dari tahun yang lalu, dan itu diakibatkan oleh karena tingginya harga minyak. Jadi tidak heran jika pertemuan di Washington tersebut didominasi untuk membahas masalah harga minyak yang mulai melonjak tinggi, Negara-negara yang tergabung dalam G7 yaitu: USA, Inggris, Canada, Prancis, German, Itali dan Jepang memprediksikan bahwa pertumbuhan ekonomi global pada tahun 2005 ini akan tetap stabil walaupun pertumbuhannya sedikit lamban dikarenakan melonjaknya harga minyak dan hal ini beresiko untuk pertumbuhan ekonomi global. Bagi USA sebagai negara utama dalam G7 ini tidak hanya meletakkan masalah minyak menjadi pembahasan utama tetapi juga akan berusaha mencari dukungan dari negara-negara lain untuk terus mengekang China agar mengembalikan kefleksibelan dalam transaksi perdagangan global. China sangat terkenal dengan produksi elektronik termurah di dunia, jadi tidak heran jika saat ini China berhasil menggeser posisi Jepang sebagai terbesar ketiga exporter dunia, China tercatat telah meng-expor sekitar 35% untuk barang-barang elektronik saja keseluruh pelosok dunia, Bahkan hasil GDP nya pada pertengahan tahun ini sudah mencapai 8.5%. China walaupun bukan termasuk dalam negara–negara G7 sempat di undang untuk mendengarkan keluhan dari negara-negara anggota G7 pada Bulan September dan Februari lalu namun China tidak hadir dalam pertemuan tersebut, dan walaupun dalam minggu ini mereka tidak bisa mengekang China sepertinya USA akan menggunakan kekuatan G8 dengan mengikutsertakan Russia untuk menindak kecerobohan China. China baru-baru ini juga telah membuka hubungan dagang dengan India sebagai negara yang sedang tumbuh subur dalam segi ekonomi di Asia Selatan, India dalam kesempatan ini tidak hanya memamfaatkan untuk kepentingan ekonomi kedua negara saja tapi lebih jauh ke segi politik dan persenjataan, India menganggap China sebagai orang asing walaupun negara mereka bertetangga, dikarenakan pola pikir dan prinsip sangat berlawanan dengan India, dan juga India sebagai negara yang berdemokrasi dengan gaya keterbukaan antar sesama sedangkan China negara yang berprinsip Diktator, dan juga masalah perbatasan kedua negara( Sikkim) menjadi penghalang bagi India dan China untuk mengadakan perdangangan bilateral kedua negara sebelumnya, tapi saat ini perekonomian kedua negara tersebut sedang tumbuh pesat dengan cepat, walaupun China lebih mendominasi pertumbuhan ekonomi nya, namun saat ini kedua negara tidak meletakan permasalahan pada perbatasan negara tapi mereka mencoba untuk akrab dengan cara mengadakan perdangangan diantara kedua negara, setidaknya India bisa mengantikan posisi Jepang sebagai partner China dalam berbisnis, dan exporter India bisa dengan mudah meng-investasikan bisnis mereka di China begitu juga sebaliknya. Banyak kontraversi diantara para pakar ekonomi di India ketika kedua negara berkeinganan mengadakan persetujuan hubungan dagang kedua negara salah satu pertanyaan simple yang diutarakan adalah "Apakah kita bisa percaya dengan China..? salah satu jawaban dari pakar ekonomi India adalah " kenapa tidak mencoba terlebih dahulu, jika baik kita akan melanjutkan untuk tempo yang lama dan jika tidak, cukup untuk beberapa tahun saja". China berharap dengan membuka hubungan kerjasama ini, mereka dapat lebih memperbesar hasil GDP nya, mengingat India saat ini sebagai salah satu motor penggerak ekonomi di Asia Selatan, dengan kerjasama ini China memang lebih diuntungkan dari pada India, tapi India tetap menerima kebaikan hati China setidaknya hasil produksi India dan devisa nya akan bertambah lebih dari sebelumnya dengan membuka perdagangan global ini. China sebagai negara berpendudukan terbesar di dunia, tidak hanya bergantung pada hasil produksi elektroniknya saja tapi juga dari segi textil,besi dan turis, sebanyak 90% pendatang luar ke China dengan menggunakan visa bisnis dan 10% nya menggunakan visa turis, hasil tektil nya sempat mengagetkan pasar tektil di Eropa bahakn USA sendiri telah memeriksa kembali batas kouta untuk barang tektil impor China. China dan USA saat ini saling bersaing dalam kancah perekonomian international dan kedua nya adalah penggerak utama pertumbuhan perekonomian global. China boleh saja menguasai perdagangan di Asia tapi harus dengan cara yang fair dan menguntungkan semua pihak, dengan membuka hubungan dagang dengan China setidaknya kita telah ikut serta dalam perdagangan global. Minggu depan China akan bergerak menuju ke Indonesia untuk mengadakan hubungan dagang dengan kita, hasil produksi kita tidak akan berkembang dan maju jika hanya diperjual-belikan anatara pulau Sumatra dan Jawa saja, tapi kita perlu melangkah lebih jauh dengan mengadakan hubungan dagang tidaknya hanya dengan negara tetangga jika bisa kita lebih meng-aktifkan hubungan dagang global dengan negara-negara yang lebih maju dari kita. Dan yang perlu di ingat kita harus tetap waspada efek serta resiko dari hubungan dagang dengan negara-negara tertentu yang bisa merusak perekonomian kita, kita jangan hanya terfokus pada keuntungan dagang saja mengingat negara kita sebagai negara yang sangat memelihara moral dan agama sebagai tonggak dan ciri khas negara kita. Munkin sudah terlambat untuk memastikan terlebih dahulu keperluan apa saja yang kita butuhkan melalui hubungan dagang dengan China? karena kita juga tidak bisa bersantai terlalu lama jika hasil pasar kita diubah pengahasilannya dengan kahadiran harga pasar China, apa saja yang China inginkan dari kita? Apakah kita sanggup bersaing dengan pasar China? Dan terakhir apakah kita bisa mempercayai China sebagai sahabat dalam berdagang...?

Mahasiswa Aceh di India

Sebuah pepatah Arab yang tak asing di telinga kita ialah " Tuntutlah ilmu walaupun ke negeri China " . Mengapa pepatah tersebut menyatakan China sebagai negara tujuan, apakah karena China memiliki keahlian membuat ramuan dan obat-obatan yang berkhasiat dapat menyembuhkan sipasien dalam waktu dekat. Tak hanya itu Masyarakat China juga memiliki keahlian berdagang yang mana masyarakat kita sendiri mengakuinya Mengapa dalam pepatah tersebut tidak menyatakan India sebagai negara tujuan, padahal India bertetangga dekat dengan China, apakah karena saat tenar-tenar nya pepatah tersebut, India belum memiliki keahlian khusus seperti China, atau karena alasan lain sampai meletakan China dalam pepatah tersebut. Padahal orang arab sendiri munkin belum semua mengenal China dan mengetahui dimana China itu berada dalam peta dunia. Tapi dikarenakan keahlian mereka dalam menciptakan obat-obatan yang dijual luas oleh pedagang dunia hingga sampai di tanah Arab. Dan jika suatu ketika sipasien membutuhkan suatu obat, dan membeli obat yang berasal dari China, sipasien akan melihat produk obat tersebut bersegelkan ‘ Made in china ‘. Munkin karena itulah, masyarakat Arab menganjurkan masyarakat nya untuk menuntut ilmu sampai ke negeri China. Sampai saat ini pepatah tersebut masih dipakai di negara Arab dan belahan dunia lainnya, yang bertujuan untuk memberi semagat kepada seluruh manusia agar terus mencari ilmu sejauh-jauh nya tidak hanya sampai ke China, begitulah imbauan Tengku/ Guru di Aceh kepada muridnya untuk terus mencari ilmu sampai kemanapun, sehingga sebahagian muridnya tersebut sampai ke India, Mesir, Arab, Malaysia, bahkan Amerika dan negara-negara besar lainnya. Saat ini Mesir dan Malaysia adalah salah satu tujuan yang populer bagi Pelajar / Mahasiswa Aceh, bisa dilihat dari banyaknya komunitas Pelajar/Mahasiswa Aceh di dua negara ini. Sangat sedikit dari Pelajar Aceh yang menuntut ilmu di India. Sampai saat ini tercatat dikantor Perhimpunan Pelajar Indonesia (PPI)-India di New Delhi, bahwa Mahasiswa Aceh yang sedang dan pernah belajar di India sebanyak 52 orang, terdata dari tahun 1990 sampai dengan tahun 2005. Data tersebut bisa saja keliru, karna PPI–India sendiri baru didirikan pada tahun 1997, sebahagian munkin tidak terdata dikarenakan tidak adanya suatu badan khusus yang mendata secara detail, ataupun tidak mendaftarkan diri di KBRI New Delhi, sehingga tidak terdata secara detail, dan di India hanya ada dua instansi pemerintah RI yang terletak di New Delhi dan Mumbai. Sedangkan universitas di India tersebar di seluruh pelosok kota dan negara bagian India. Munkin jika ingin mendapatkan data yang jelas bisa didapatkan di kantor imigrasi India, karena setiap Pelajar/Mahasiswa Asing diwajibkan mendapatkan surat izin tinggal (Resident Permit). yang diwajibkan bagi seluruh Pelajar/Mahasiswa Asing sebelum mendaftarkan diri pada setiap universitas/ institute di India. Pada awal keberadaan Mahasiswa Aceh di India, kebanyakan dari mereka yang pernah belajar di luar negeri seperti Cairo, Saudi Arabia, Pakistan dan negara lainnya. sangat sedikit dari Mahasiswa Aceh yang datang lansung dari Aceh. Informasi yang mereka terima tentang pendidikan di India melalui Dosen atau Guru dimana mereka belajar sebelumnya. Atau juga dari Dosen dan teman mereka yang berasal dari India. Sedikit demi sedikit informasi dikumpulkan demi tekad untuk belajar di India, dan ada juga Mahasiswa yang langsung mendapatkan rekomendasi dari Dosen/Guru pada universitas tertentu di India. Salah satu universitas yang mereka rekomendasikan seperti Nadwatul Ulama, Lucknow dan Darul Ulum, Deoband – Uttar Pradesh. Dari tahun 1990 sampai dengan tahun 1999 keberadaan Mahasiswa Aceh pada dua universitas ini terhitung lebih banyak. Banyak nya Mahasiswa Aceh pada dua universitas ini dikarenakan biaya kuliah yang sangat murah, dan banyak mempelajari ilmu agama, dimana Mahasiswa Aceh sudah mempunyai dasar tentang materi pendidikan yang di berikan di dua universitas ini. Jumlah Mahasiswa dari propinsi lainnya juga bertambah dari tahun ke tahun, sampai awal tahun 2000 pemerintah India mengeluarkan larangan student visa untuk dikeluarkan dari dua universitas ini, dengan alasan bahwa kedua universitas ini tidak mengikuti kurikulum National India. Tidak hanya di dua universitas ini saja, tapi pada setiap universitas yang tidak mengikuti kurikulum national India tidak diberikan wewenang untuk mengeluarkan calling visa student untuk pelajar Asing. Berawal dari permasalahan tersebut, kedatangan Mahasiswa baru di India mulai berkurang dikarenakan susah nya mengeluarkan Calling Visa dari dua universitas tersebut. Sedangkan untuk mencari universitas lain yang bisa mengeluarkan calling visa membutuhkan waktu yang lama, mengingat kinerja orang India yang terlalu berbelit-belit. Dan juga mengeluarkan dana yang banyak untuk mendapatkan satu Calling Visa. Tidak hanya itu, krisis moneter di Indonesia melahirkan problema baru bagi Mahasiswa Aceh yang ingin melanjutkan study ke India. Dikarenakan beberapa hal tersebut, Sekitar 2 tahun lamanya kedatangan Mahasiswa baru dari Aceh terputus. Di awal tahun 2003 Mahasiswa Aceh yang masih berada di India masih berusaha keras untuk mendatangkan Mahasiswa baru dengan cara mencari informasi dari setiap universitas di India, khususnya mencari jalan bagaimana mendapatkan calling visa dari universitas yang diakui oleh India dan Internasional. Beberapa Mahasiswa Aceh yang telah selesai study pada program sebelumnya, mencoba menyebar dan mendaftarkan diri pada beberapa universitas pemerintah seperti Aligarh Muslim University, Delhi University, Agra University, Jamia Millia Islamiya University dan juga beberapa universitas lain yang tersebar di seluruh Negara Bagian-India. Komunitas Mahasiswa Aceh pada beberapa universitas tersebut mulai muncul dengan mempelajari berbagai mata pelajaran seperti Islamic studies, IT, Politik, Ekonomi, Sociology dan lainnya. Krisis moneter yang menghancurkan perekonomian Indonesia melahirkan dampak yang besar bagi Mahasiswa Aceh di India. ditambah lagi dengan pertikaian antara TNI/POLRI Vs TNA (GAM) cukup membuat perekonomian masyarakat Aceh terpuruk. Bantuan financial untuk Mahasiswa Aceh yang hampir seluruh nya berasal dari orang tua mulai putus, sangat sedikit dari Mahasiswa Aceh yang mendapatkan beasiswa secara rutin baik dari Pemerintah India ataupun Pemerintah Indonesia, dan untuk mengerjakan part time job tidak diperbolehkan di India. berbagai cara dilakukan oleh mahasiswa Aceh untuk membiayai pendidikan nya diantara dengan mengajukan beasiswa kepada PEMDA NAD dan ada juga dengan bekerja membantu Jamaah Haji Indonesia di Saudi Arabia atau lebih dikenal dengan Tenaga Kerja Musiman (TEMUS). Itupun hanya dilakukan setahun sekali dan dipilih oleh Pengurus PPI–India secara bergantian. Selama beberapa tahun ini, hanya dengan dua jalan tersebut untuk membantu financial study bagi mahasiswa Aceh di India. Walaupun mempunyai masalah dengan pembiayaan study selama beberapa tahun, namun jumlah Mahasiswa Aceh yang berada di India masih terhitung lebih banyak daripada mahasiswa lainnya, yang berasal dari berbagai provinsi di Tanah Air, jumlah tersebut tak terlepas dari bantuan Mahasiswa Aceh sebelumnya yang selalu berusaha agar Mahasiswa Aceh tetap exist di India, usaha yang dilakukan baik dengan mendaftarkan saudara, adik, rekan sekolah atau kerabat dekat yang bisa dijaungkau untuk diajak kuliah di India. cara yang lain untuk tetap menjaga mahasiswa Aceh exist di India dengan cara mempublikasikan pendidikan di India melalui media massa Aceh dan internet serta selalu menerbitkan buletin-buletin yang memuat pendidikan di India. hasilnya, sampai saat ini generasi mahasiswa Aceh di India masih tetap exist. Bahkan saat ini PPI-India sedang galak-galaknya mempromosikan pendidikan di India baik melalui media, internet, televisi dan juga mengirimkan brosur-brosur universitas di India yang ditujukan kepada berbagai universitas di Tanah Air. Sampai akhirnya PPI-India membentuk suatu badan khusus yang menangani pengiriman calon mahasiswa di India dan juga memberikan pelayanan selama 3 bulan pertama kedatangan ke India, seperti mencarikan rumah kost, membantu mendaftarkan diri di universitas yang dituju dan juga hal-hal lainnya yang tidak mudah dikerjakan bagi Mahasiswa baru. Dalam 3 tahun belakangan ini, banyak dari Mahasiswa baru yang belajar di India dengan menggunakan beasiswa *ICCR yang disediakan oleh Pemerintah India. Namun belum ada satupun dari Pelajar/Mahasiswa Aceh yang menggunakan beasiswa tersebut untuk study di India. kesenjangan informasi adalah salah satu penyebab tidak ada nya Mahasiswa Aceh yang mengambil beasiswa Pemerintah India ini. Kekurangan informasi seperti ini yang menyebabkan berkurang nya peminat masyarakat Aceh untuk study ke India. dan juga di Aceh sendiri munkin masyarakat masih memikirkan pendidikan di India mahal dan tidak terjangkau. Padahal pendidikan disini sangat murah dan terjangkau dibandingkan dengan di Indonesia. Hampir seluruh Mahasiswa Aceh yang berada di India saat ini berasal dari keluarga petani dengan income keluarga yang tidak menentu. Living cost yang terjangkau membuat Mahasiswa Aceh betah tinggal di India, tidak hanya itu, romantisme belajar antara dosen dengan murid membuat semua Mahasiswa Aceh terpukau dengan panorama pendidikan di India. keakraban guru dengan murid adalah salah satu pemandangan yang tidak asing didapatkan disetiap universitas di India. yang sangat disayangkan oleh Mahasiswa Aceh di India adalah tidak adanya satu universitas pun di Aceh yang menjalin hubungan kerjasama/MoU dengan beberapa universitas di India baik untuk exchange student atau sekedar study banding mengenai tata cara pendidikan dan kurikulum di India. semoga berguna bagi kita semua.
